The weakness that has existed for many terms is that the policies are correct, but the implementation has problems, leading to many correct policies that are not or are slow to be implemented. Therefore, the Politburo has requested that this problem be overcome at all costs.

Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized this at a group discussion on investment policies for the National Target Program on health care, population and development for the 2026-2035 period; and investment policies for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period.

Focus resources for effective implementation

According to Mr. Binh, the reason why the right policy does not come into practice is because it cannot be institutionalized and resources cannot be allocated. The implementation is not resolute and hot issues and bottlenecks cannot be resolved.

This time, right after the Politburo issued two important resolutions on health and education, the Government was asked to simultaneously develop a national target program to report to the National Assembly. The purpose is to allocate resources, focus on major issues, major policies and major projects and programs.

There are also very important changes in health care. Previously, we focused on intensive treatment, treatment of incurable and difficult diseases. This time, along with this, we will shift the focus to disease prevention, care, and improvement of people's health and physical condition. This is closely linked to family health care and primary health care.

Regarding high-quality medical treatment, the resolution will emphasize Vietnam becoming a world attraction for certain diseases, developing health care tourism, elderly care and medical treatment.

In education, the problems pointed out include heavy emphasis on formality, low quality and training not linked to practical needs. This leads to a very high rate of highly qualified people working in jobs other than their profession.

Regarding education, one of the goals is to have universities ranked among the top in the world. The resolution also raises the issue of English being considered as a universal language and focuses on training soft skills, overcoming the situation of "parrot learning".

"It can be said that we have a system of racing to establish universities, which is considered a criterion for ranking provinces. This has caused many places to rush to assemble criteria to turn colleges into universities," the permanent Deputy Prime Minister said, adding that the program must address the reality of racing to establish universities.

Standardize universities, if they do not meet standards they will self-merge and self-dissolve.

According to him, the Politburo did not set out the question of building 100 or 200 universities. Instead, this time, the focus was on rebuilding the criteria for universities that meet international standards. Universities that do not meet the standards will merge or dissolve themselves. The criteria will clearly stipulate the number of professors, doctors and training fields.

The resolution also advocates not allowing non-specialized universities to train in certain fields. For example, only medical schools are allowed to train doctors. Currently, Vietnam has more than 90 law faculties at non-specialized universities. In the future, non-specialized universities will not be allowed to train bachelors of law, but will only be allowed to teach law as a combined subject.

The issue of post-graduate quality has also been rectified, in order to overcome the situation of part-time professors, registered at 9-10 schools but not attending school all year, not actually participating in teaching, leading to "insubstantial" numbers. These policies are very drastic in improving quality.

According to Mr. Binh, although some schools such as Hanoi National University, Ho Chi Minh City National University, and Bach Khoa have reached the top 200, the goal this time is to reach the top 100 and increase the number of qualified schools. What is more important is the issue of quality must be ensured so that graduates can meet practical needs.

In particular, the resolution specifically aims at the goal of graduates having the quality that society desires, meeting international standards. This is a step towards forming high-quality human resources, one of the three strategic breakthroughs that have been identified. The university system is considered the weakest point and needs to be focused on overcoming.
