Deputy Prime Minister Tran Hong Ha is Head of the Steering Committee on high-speed railway.

On October 3, Prime Minister Pham Minh Chinh signed Decision 1143/QD-TTg to establish the Steering Committee for developing and implementing the Project on investment policy for high-speed railway on the North-South axis and important national railway projects.

According to the decision, Deputy Prime Minister Tran Hong Ha is the Head of the Committee.

The Standing Deputy Head of the Committee is Minister of Transport Nguyen Van Thang.

Deputy Heads of the Committee include: Minister of Planning and Investment Nguyen Chi Dung; Minister of Finance Ho Duc Phoc; Minister, Head of the Government Office Tran Van Son.

The Steering Committee members are representatives of leaders of relevant ministries and agencies.

Agencies with members participating in the Steering Committee use their existing apparatus to perform tasks to assist the Steering Committee, operating on a part-time basis.

The Steering Committee is responsible for directing and urging relevant ministries, branches and agencies to successfully implement Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on investment in high-speed railways on the North-South axis and important national railway projects.

Propose to the Prime Minister directions, solutions, mechanisms, and policies to remove obstacles, mobilize resources, accelerate progress, and successfully organize the implementation of the Project on investment in high-speed railways on the North-South axis and important national railway projects.

Assist the Prime Minister in directing, urging, regulating and coordinating ministries, ministerial-level agencies and government agencies in resolving important issues related to the implementation of the Project on investment in high-speed railways on the North-South axis and important national railway projects.

In addition, direct relevant ministries, branches and agencies to perform the following tasks:

Organize the implementation of assigned tasks according to the Working Regulations of the Steering Committee for the Project on investment policy for high-speed railway on the North-South axis and important national railway projects; coordinate closely and effectively in advising and proposing implementation solutions.

Timely report difficulties and problems beyond authority and propose solutions to competent authorities for consideration and resolution of practical problems (if any) related to the implementation of the Project on investment in high-speed railway on the North-South axis and important national railway projects.

The Decision clearly states that the Ministry of Transport is the standing body of the Steering Committee, developing the Steering Committee's operating regulations and submitting them to the Head of the Steering Committee for signature and promulgation.

Assist the Head of the Steering Committee in developing plans and work programs of the Steering Committee; prepare documents, reports and draft conclusions of regular or ad hoc meetings of the Steering Committee; summarize and report on the general activities of the Steering Committee and perform other tasks assigned by the Head of the Steering Committee.

The Steering Committee has an Advisory Group to assist it, operating under an expert regime and a part-time regime, headed by Deputy Minister of Transport Nguyen Danh Huy.
