On April 13, Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 36 on focusing on overcoming the consequences of forest fires in Dai Yen ward, Ha Long city and Binh Lieu town, Binh Lieu district, Quang Ninh province; continuing to proactively, resolutely, synchronously and effectively deploy solutions to prevent and fight forest fires.
According to the dispatch, two forest fires occurred in Quang Ninh province from the night of April 12 to the morning of April 13, damaging more than 40 hectares of forest. To date, the fires have been basically extinguished.
On behalf of the Prime Minister , Deputy Prime Minister Tran Hong Ha sent his regards, encouragement and commendation to the military, police, forest rangers, militia and local people who worked all night to fight the fire, quickly controlled and extinguished the fire; and shared the difficulties of households affected by the forest fire.
The Deputy Prime Minister assigned the Chairman of the Quang Ninh Provincial People's Committee to continue directing the quick handling of the consequences of the two forest fires mentioned above; investigate and clarify the causes, strictly handle those who intentionally violate regulations on forest fire prevention and fighting; overcome the consequences and restore the burned forest area.
The Deputy Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to be responsible to the Government and the Prime Minister for forest fire prevention and fighting in their localities, and to proactively direct and deploy forest fire prevention and fighting. In particular, it is necessary to be more proactive and drastic in directing and organizing forest fire prevention and fighting, and overcoming the consequences of forest fires according to the 4-on-the-spot motto with a proactive and timely spirit, minimizing the damage caused by forest fires.
Chairmen of People's Committees of provinces and cities need to direct People's Committees at all levels and functional agencies to strictly implement their management responsibilities for forest fire prevention and fighting, strengthen inspection and supervision of forest fire prevention and fighting early, from afar, right from the grassroots, and consider this a key and continuous task.
At the same time, it is necessary to review and identify key areas, assign forces to be on duty 24/7, arrange checkpoints, patrol and guard in key areas prone to forest fires, strictly control people entering and exiting forest areas with high risk of forest fires; promptly detect fire spots, mobilize forces to participate in controlling and extinguishing forest fires in the shortest time.
The Deputy Prime Minister also requested the Ministry of National Defense and the Ministry of Public Security to direct forces stationed in the area to proactively review, update, and complete coordination plans between armed forces and local forces in forest fire prevention and fighting; proactively provide the highest support plans for forest fire fighting in the area, and be ready to mobilize forces, vehicles, and equipment to participate in forest fire fighting when requested by the locality.
The Ministry of Agriculture and Environment closely monitors weather developments, maintains forecasts and warnings of forest fire risks, promptly informs localities to proactively prevent and fight fires; is ready to support forces, firefighting equipment, fire point information, and command work when large forest fires occur.
