Like other localities of Thai Nguyen province, Pho Yen city constantly promotes the implementation of the movement "All people unite to build a cultural life" in residential areas. The city considers it one of the important tasks in sustainable socio-economic development.
To encourage people to actively participate, every year, the Steering Committee of the Movement at all levels regularly organizes propaganda and dissemination of new policies of the Party and State to the people. The Movement is flexibly organized by integrating content with the campaign "Building new rural areas and civilized urban areas" and patriotic emulation movements in the locality.
Following the guidance of the Movement Steering Committee, 100% of hamlets and residential groups in Pho Yen have built village covenants and conventions; agencies, units and schools have built internal regulations for building cultural agencies.
Closely following the people every day, we must mention the Front Committees of hamlets and residential groups. When there is an incident, members of the Front Committees "go to every alley and knock on every door" to grasp the situation, and at the same time directly propagate and disseminate to the people about the State's policies and laws. At the same time, they organize propaganda about the Movement's content through residential area meetings, through the loudspeaker system and social networks.
Thanks to good propaganda work, all people fully understand the contents of the Movement, believe in the innovation of the Party and the State. In recent years, Pho Yen City has mobilized a large resource from the people for infrastructure development. It is easy to see that traffic works have been expanded and improved, many residential areas have organized to plant fresh flowers, trees and organize to clean the environment together on weekends.
Most of the cultural houses in hamlets and residential groups have been expanded to ensure that they meet the area standards set by the Ministry of Culture, Sports and Tourism. Cultural houses in residential areas must have an area of 200m2 or more, and sports grounds must have an area of 300m2 or more.

Dong Sinh residential group, Hong Tien ward, is a testament to the efforts of the people in building a cultural house. Since 2021, in the face of the degradation and lack of safety of the cultural house, the people have agreed to contribute to rebuild a new house of 285m2, with auxiliary works and a concrete sports field.
The house has a stage, festive decorations, Party flags, national flags, sound and lighting systems. The new cultural house can accommodate more than 300 seats... The total construction cost is more than 1.2 billion VND, of which the State supports 150 million VND, the rest is contributed by the people.
Not only Dong Sinh residential group, most of the hamlets and residential groups, especially the merged hamlets and residential groups, the number of households increased, the previous cultural house was no longer suitable in terms of usable area, so the people agreed to contribute to build a new one, meeting the needs of meetings and sports training.
From 2010 to present, the total investment resources for cultural houses and sports grounds throughout Pho Yen City reached over 200 billion VND, of which the people contributed over 100 billion VND.
November, the "peak" month, residential areas enthusiastically organized the National Great Unity Day. In the splendor of flags and flowers, we joined the exciting atmosphere with the people of Tam Quang residential group, Bai Bong ward. In 2024, the people in the group donated over 500m2 of various types of land to expand traffic routes, participated in the installation of 3.5km of public lighting lines, and contributed over 30 million VND to build an outdoor stage in the cultural house of the residential group. In 2024, Dai Tan residential group, Tien Phong ward, had 173/175 households meeting the criteria for cultural families. That is, there is still a bit of "suggestion" because in the area there are still 2 households that have not met the criteria. However, that proves that the assessment of cultural families in Pho Yen city is being seriously implemented. The Movement Steering Committee only recognizes families that meet the criteria set by the Movement; households that have not met the criteria are encouraged, supported, and continue to strive.
Results for many consecutive years, Pho Yen City has a high number of households; hamlets, residential groups and agencies meeting cultural criteria. Specifically, in 2024, the city will have 98% of households meeting cultural families; 92% of hamlets and groups meeting cultural residential areas; 97% of agencies meeting cultural standards...
