After more than 3 months of efforts to implement Plan No. 49/KH-UBND dated March 22, 2024 of the Provincial People's Committee on renovating the telecommunications cable network in the province in the period of 2024-2025, the Department of Information and Communications (MIC), districts and cities, Nam Dinh Electricity Company and telecommunications enterprises have made efforts to renovate 30km of telecommunications cables, reaching 30.5% of the total volume of cables that need to be renovated according to the 2024 plan. However, during the implementation process, many difficulties have arisen that need to be resolved to ensure progress, moving towards undergrounding telecommunications cables for the purpose of ensuring safety, urban aesthetics and landscape in residential areas in the province.

Like many localities nationwide, after a period of rapid development, the telecommunications cable system has shown some shortcomings, especially the situation of dense hanging wires on poles, old wires not being thoroughly removed and cleared, lying mixed with new wires... affecting urban aesthetics, posing a high risk of fire, electrical short circuit and traffic safety. Implementing the arrangement of telecommunications cables according to the plan of the Provincial People's Committee, the Department of Information and Communications has issued documents directing and guiding telecommunications, internet and cable television enterprises to implement regulations on cable network management and coordinate with the People's Committees of districts, cities and Nam Dinh Electricity Company to arrange and tidy up the telecommunications cable network to ensure safety standards and technical regulations for people and neighboring works. At the same time, monitor, urge and guide relevant localities and units to organize the good implementation of the plan; organize inspections and checks of the implementation process and handle violations of regulations on the installation of telecommunications cable networks; Coordinate with relevant units to build passive telecommunications infrastructure management tools in the province; take the lead in connecting units during the implementation process. Regularly exchange and report on the implementation of telecommunications cable network renovation work in localities. Nam Dinh districts and cities have developed a plan to renovate local telecommunications cable networks, established working groups, and assisted in implementing the plan. The provincial electricity department works with telecommunications enterprises to conduct statistics on cable routes on each route with each network operator.
Through the review, the province has 190.7km of total cable length that needs to be repaired; of which the route with maintenance is 98km long; the route without maintenance is 92.7km. According to the plan of the Provincial People's Committee, in 2024, the routes with maintenance will be repaired first; in 2025, the routes without maintenance will continue to be repaired to have time to supplement. Up to now, the units have coordinated to repair over 30km of telecommunication cables; of which Hai Hau, Nghia Hung, Giao Thuy districts have the fastest repair progress, achieving the largest workload.
In addition to the achieved results, the telecommunication cable renovation is facing many difficulties and the workload is still large. In particular, the construction of the telecommunication cable renovation plan is still sketchy; the content of the plan is not close to the actual situation and is not detailed. The human and material resources of the Electricity sector and telecommunication enterprises participating in the cable renovation are still limited and lacking. The coordination, division of responsibilities, obligations, and implementation resources between the Provincial Electricity and telecommunication enterprises are not clear, so the coordination and synchronization are not high. Some routes have been renovated, however, the collection of trash cables, old and damaged cable cabinets, and cable bundling have not been thoroughly done, not ensuring urban aesthetics. In addition, the system of street lights, trees, billboards, electric wires, etc. is dense and intertwined with the system of poles and telecommunication cables, so it also faces many difficulties in the renovation process.
According to Mr. Vu Trong Que, Director of the Department of Information and Communications: In order to complete the goals as planned by the Provincial People's Committee, in the coming time, it is necessary to have drastic and close direction from the Department of Information and Communications, local authorities and synchronous coordination of telecommunications enterprises and Nam Dinh Electricity. The Department of Information and Communications continues to direct and urge districts and cities to strictly implement Plan No. 49/KH-UBND on upgrading telecommunications cable networks in the province for the period 2024-2025. Nam Dinh Electricity and telecommunications enterprises closely coordinate, develop plans, arrange human resources, finance and equipment to strictly implement the Plan to upgrade telecommunications cable networks of the province and localities. Focus on inspection and examination of compliance with legal regulations related to the development of telecommunications infrastructure and upgrading telecommunications cable networks. Regularly grasp the situation and progress of implementation, and reward and encourage localities and units that do well; timely criticism and suggestions to units that have not performed well. Regarding objective problems such as street lights, trees, billboards, electric wires, etc., which are tangled and intertwined with the system of poles and telecommunications cables, the Department of Information and Communications requests the People's Committees of districts and cities to direct relevant units to coordinate in trimming trees, removing billboards, lighting, etc. that violate and encroach on sidewalks and power line corridors to facilitate the construction and renovation of cable networks. Regarding telecommunications cables that have no receiving unit, enterprises need to coordinate in discussing and tracing the origin; assign each other to remove them to ensure the safety of their cable lines and poles as well as the cleanliness and beauty of the urban landscape.
