Attending the event were leaders of specialized and professional departments under the Department of Education and Training; leaders of the People's Committee and representatives of the Department of Culture and Society (VHXH) of 102 communes/wards in the province.

The guiding role of the Department of Education and Training
At the conference, most leaders of the Department of Culture and Social Affairs of communes/wards expressed their wish that the Department of Education and Training play a guiding role not only in professional matters but also in state management. Because the People's Committee at the commune level takes on many important responsibilities, in which the Department of Culture and Social Affairs performs tasks managed by 7 departments.
Mr. Vo Van Manh - Deputy Head of the Department of Social Affairs of Phu Yen Ward said that from the process of changing school names due to duplication to building schools that meet national standards, detailed guidance from the Department of Education and Training is needed. Otherwise, the People's Committee at the commune level will be confused, and waiting for instructions from higher levels will be delayed.

Meanwhile, Mr. Le Hoang Trung - Head of the Department of Culture and Social Affairs of Dong Hoa ward expressed that the locality is currently passive in state management of education , and at the same time put his trust in the Department of Education and Training in providing professional and technical support to reduce work pressure.
"After the merger, the Department of Culture and Social Affairs is under a lot of pressure due to overloaded work. Meanwhile, the unit lacks staff with expertise in the field of education. We really need the Department of Education and Training to guide teacher contracts to ensure teaching requirements. In fact, some teachers are retiring, on maternity leave... leading to a shortage at the beginning of the school year, so schools need to supplement and replace them promptly," Mr. Trung said.
According to Mr. Trung, the Department needs to provide specific instructions so that the People's Committees at the commune level can contract with Foreign Language and Information Technology centers... to proactively arrange qualified teachers to support schools in teaching according to regulations.
Similarly, the representative of the Ea Trang Commune Department of Culture and Social Affairs raised concerns that before implementing the two-level local government, the Department of Education and Training issued plans for 2025, including the consideration of junior high school graduation, so does the Commune People's Committee need to issue a second round of consideration or use the issued plan. In addition, there are no specific instructions on renaming the ethnic boarding school.

Guarantee "running and queuing at the same time"
Speaking at the conference, Deputy Director of the Department of Education and Training Vo Thi Minh Duyen said that the education sector and the People's Committees of communes need to coordinate smoothly and make efforts to carry out the common political task of "running, lining up and adjusting the queue at the same time".

"In reality, after more than 1 month of implementing the 2-level local government, it has brought practical and favorable results to the people. However, during the implementation process, there are still issues that require efforts from many sides (commune, province and central government). Regarding the management of extra teaching and learning, the People's Committee at the commune level closely follows Circular 29/2024 of the Ministry of Education and Training to clearly identify which schools and which subjects are allowed to provide extra teaching and learning for management according to regulations. Regarding renaming schools, the level that grants the license to establish a school is the level that has the right to rename the school," said Ms. Duyen.
Regarding staff work, Director of the Department of Education and Training Le Thi Thanh Xuan said that this is the biggest concern, so it is necessary to closely follow the instructions of the Department of Personnel Organization and management levels.
Regarding instructions on performing professional tasks for the new school year and training for commune-level cadres, Ms. Xuan affirmed that the Department has assigned professional departments to closely follow task requirements, advise, and organize timely specialized training.
Regarding facilities, the People's Committee at the commune level coordinates with the Department of Education and Training to review and arrange enough classrooms and teaching equipment for the new school year and teach 2 sessions/day.
Regarding the opening of the school year, according to the direction of the Ministry of Education and Training, the whole country agreed to implement it on September 5 and it was broadcast live and connected online. Therefore, it avoids the Commune People's Committee allowing schools to combine it with the traditional day or founding day to organize separately.

Regarding the re-appointment of school managers, communes are urgently implementing to ensure consistency in legal procedures for schools in performing their duties. "A week ago, the Department of Home Affairs reported that 53 localities have not yet issued decisions to appoint school managers," Ms. Xuan said.
According to Ms. Xuan, the issuance of this appointment decision is to comply with administrative management requirements according to management decentralization. Officials who are not yet eligible for re-appointment will also be re-appointed, but the time will be guaranteed according to the old decision.
Regarding concerns about the focal point for receiving, processing information and supporting the implementation of educational management tasks between the Department and the People's Committees of communes, Director Le Thi Thanh Xuan requested that officials and civil servants of the Department of Education and Training publicly disclose their phone numbers and emails. In particular, do not "block" Zalo, and regularly update information via email to synthesize information and propose recommendations from the People's Committees of communes. Provide timely advice to the Provincial People's Committee to direct the implementation throughout and effectively.
From July 1, 2025, Dak Lak province has 102 communes/wards. According to initial statistics, 64/102 communes do not have officials and civil servants in the Education sector working at the Department of Culture - Social Affairs under the People's Committee at the commune level.
