Actively coordinate and speed up the progress of site clearance for Dong Vang Industrial Park.

In the dynamic development picture of Nghi Son Economic Zone, Dong Vang Industrial Park (IP) is identified as an important "piece" in the strategy of completing infrastructure, creating clean land to attract investors to the western area of ​​the economic zone. Despite many difficulties, especially when the 2024 Land Law takes effect with many changes in compensation and support policies and the two-level local government has just been put into operation, the site clearance work of the project is being actively coordinated by the local government and the investor, with the goal of speeding up the progress, putting the IP into operation and exploitation soon, contributing to expanding the industrial development space for the Nghi Son area.

In Truc Lam ward, Dong Vang Industrial Park Project needs to clear more than 330 hectares of land, with many types of land of complex origin and nature such as residential land, agricultural land, mineral mine land, overlapping forest land... "Keeping up with" the task as soon as the 2-level local government came into operation, the Ward People's Committee has mobilized maximum human resources, including the participation of Party Committee officials in the work of collecting land information, counting assets, architectural objects, crops... and implementing compensation and clearance procedures in accordance with regulations. Up to now, the locality has approved the compensation plan for more than 234 hectares, completed payment of 169.8 hectares to hand over the site to the investor to implement project items.

Notably, some problems in the land acquisition and clearance work to serve the investment in the construction of the project's two resettlement areas, Tung Lam and Phu Lam resettlement areas, have also been resolved. The Ward People's Committee has handed over the cleared site to the Nghi Son Project Management Board to organize the construction, striving to complete the technical infrastructure before December 31, thereby completely resolving the difficulties in arranging residential land for resettled households, creating conditions for the project to be implemented synchronously.

In Truong Lam commune, the site clearance work has also achieved many positive results. Up to now, the locality has handed over 149.7 hectares of land to the investor to implement the project. The commune People's Committee is continuing to mobilize 4 households who still have petitions on compensation policies to hand over land early, at the same time completing the recovery dossier, approving compensation and support plans for the remaining area that has not yet been decided to be recovered, ensuring progress and compliance with regulations.

Dong Vang Industrial Park has a total area of ​​nearly 492 hectares, located in the communes and wards of Truong Lam and Truc Lam, of which the area requiring site clearance is 430 hectares, involving 413 households and 12 organizations; the total number of households expected to be resettled is about 238 households. According to Anh Phat Investment, Construction and Trade Corporation - JSC, when the 2-level local government is deployed, the coordination between localities and investors is carried out more smoothly and effectively. The enterprise has also proactively implemented many support policies beyond regulations to create consensus among the people. Specifically, support for the value of crops in mineral mine areas, support for moving graves, paying an additional 6 months of rent for households that have to be relocated, and support for land reclamation for forest land overlapping with land managed by Nghi Son Protection Forest Management Board. These supports have contributed to significantly resolving difficulties, helping many households agree to receive compensation and hand over the land. Up to now, the total area with decisions approving compensation and land recovery plans has reached 337.9 hectares/430 hectares, with a total compensation and support cost of 94.4 billion VND. The area with decisions on land allocation and land lease has reached 262 hectares/430 hectares.

Currently, the project progress is still affected by some problems in the land acquisition work such as: Some households have received money but have not yet handed over the land, some complaints are still waiting for the conclusion of provincial departments and branches. Particularly, 6.58 hectares of forest land in Luong Binh residential group, Truc Lam ward, there are 15 households complaining because the land location in the certificate does not match the actual use. In addition, in the mineral mine area, there are 5 households that have not yet handed over about 0.5 hectares of land due to overlapping between projects. For 29.25 hectares of forest land overlapping protective forest land, there are 32 households that have not yet received money, requesting compensation for land...

Mr. Mai Cao Cuong, Chairman of the People's Committee of Truc Lam Ward, said: "For households that have received compensation but have not yet handed over the site, the locality will coordinate with relevant agencies to develop a compulsory plan, ensuring the correct process, not affecting the overall progress of the project. However, the biggest problem now is the compensation policy for site clearance. After the 2024 Land Law takes effect (from August 1, 2024), the regulation no longer supports 50% of residential land prices for ponds and gardens adjacent to the plot, causing people to compare between compensation times, especially with transitional projects. The Provincial People's Committee has directed localities to develop appropriate application mechanisms, but in reality, it is still difficult to implement due to concerns about lack of consensus. We expect that in the near future, when the Government issues a resolution to remove obstacles in determining land use fees for households and individuals when changing the purpose of use from agricultural land to residential land, it will be a legal basis for localities to implement Apply and issue appropriate support policies to create consensus in site clearance work.

On the investor side, along with close coordination with local authorities to remove difficulties, Anh Phat Construction Investment and Trading Corporation - JSC affirmed its commitment to ensuring capital sources for site clearance work, with all funds prepared ready for timely payment according to actual progress.

The enterprise has also proposed to prioritize site clearance at 4 key locations, with a total area of ​​about 29 hectares to create traffic connections inside and outside the area, and at the same time arrange construction sites for technical infrastructure items, power supply, water supply, and drainage systems, serving secondary investors, especially the Duc Giang Nghi Son Chemical Plant expected to operate in the first quarter of 2026; at the same time, ensuring the safety of life and property of people living near the landfill area with steep terrain, potential risk of landslides.

With a total investment of VND 2,400 billion, Dong Vang Industrial Park is a large-scale project, of special significance in forming a new industrial space. When completed, this industrial park will not only contribute to expanding the Nghi Son industrial zone but also become an important bridge in the economic corridor when expanding the ability to connect with Northern Laos, Northeast Thailand and the Northwest region of Vietnam, promoting import and export and enhancing the competitiveness of Thanh Hoa province in the new period.
