On the morning of March 12, speaking with VietNamNet reporters, the leader of the Department of Education and Training of Ha Tinh City (Ha Tinh Province) said that regarding the case of a 16-month-old child being run over and killed by a female parent's car while at the private nursery group Tuoi Tho Kindergarten, the unit planned to work with the nursery group owner this morning. However, when the Department contacted Ms. Nguyen Thi Tr. (born in 1990, nursery group owner), Ms. Tr. informed that she was working with the police.

Regarding the process of picking up children, the leader of the Department of Education and Training of Ha Tinh City said that normally, at kindergartens, according to regulations, children are picked up before 8am in the morning. Parents take their children to class and the teacher receives the children in the classroom.

"But for nursery groups, according to the agreement with parents, parents bring their children to a certain time, the teachers pick them up at that time, there are no specific regulations like in kindergartens. At the nursery group where the incident just happened, the teacher went out on the street to pick up the children to class," said the leader of the Department of Education and Training of Ha Tinh City.

Responding to whether it was appropriate for the teacher to go out to pick up the children to class, the leader of the Department of Education and Training said: "We plan to go down to work with the group of children, but this morning the teachers are working with the police. After the police work, we will collect information and have a specific report."

The leader of the Department of Education and Training of Ha Tinh City also said that before becoming the owner of Tuoi Tho Kindergarten, Ms. Tr. worked for many years as a teacher at a private kindergarten in Ha Tinh.

According to the reporter's records, since the morning of March 11, the private childcare facility Tuoi Tho Kindergarten at No. 09, Lane 247, Vu Quang Street (Ha Tinh City) has been temporarily closed.

This facility is a ground-level house with the front facing the street in the alley. Because it is located close to the street and has a lot of traffic, this facility is designed to be closed with a 2-layer door system.

The outer door is made of steel frame, inside is a small yard covered with artificial grass for children to play and put lockers. The living room for teachers and students inside is separated by a layer of aluminum glass door.

According to a parent who sent their child here, from Monday to Saturday mornings, the teachers stay in the inner room and open the door to welcome the children there. If it is cold and rainy, the teachers will go to the outside door, right next to the sidewalk to welcome the children. On the day of the incident, the area was cloudy but not raining.

On the morning of March 10, a 16-month-old boy was taken to Tuoi Tho private kindergarten by his family. While the teacher was careless and did not close the door after picking up another child, the boy ran out into the street and was hit by a parent's car, resulting in his death.
