The Party Committees of Luc Hanh, Tan An, Hung An and Tan Trinh communes held Congresses for the 2025 - 2030 term.

On the morning of August 8, the Party Committees of Luc Hanh, Tan An, Hung An and Tan Trinh communes solemnly held the 1st Party Congress for the 2025-2030 term. Attending the Congress were members of the Provincial Party Standing Committee.

Comrade Ly Thi Lan, member of the Provincial Party Standing Committee, Head of the full-time National Assembly Delegation, XV term, Tuyen Quang province attended and directed the Luc Hanh Commune Congress.

Comrade Hau Minh Loi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council attended and directed the Tan An Commune Party Congress.

Comrade Pham Thi Minh Xuan, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council attended and directed the Hung An Commune Congress.

With Luc Hanh commune , formed on the basis of merging 3 communes of Luc Hanh, Quy Quan, Chieu Yen. The commune Party Committee currently has 42 Party cells with a total of 657 Party members. In the 2020-2025 term, with the spirit of solidarity and unity of the entire political system, cadres, Party members and people of all ethnic groups, the commune has achieved many important and comprehensive results with many marks. The leadership capacity and fighting strength of Party committees and organizations have been improved; the effectiveness and efficiency of State management in all fields have been enhanced; the strength of the People and the great solidarity of all ethnic groups have been promoted. The commune's economy continues to develop; culture - society is of interest; security and national defense are maintained.

Promoting the achieved results, in the 2025-2030 term, Luc Hanh Commune Party Committee continues to improve leadership capacity, promote democracy, and unite to implement the set goals. In particular, focusing on improving productivity, quality, efficiency and competitiveness of the economy in association with environmental protection. On that basis, continue to promote the application of science, technology, digital transformation; continue to develop a synchronous socio-economic infrastructure system, focusing on transport infrastructure, urban infrastructure, and digital infrastructure. Strive to achieve an economic growth rate of 8-10%/year; average income per capita reaching 58 million VND by 2030. At the same time, improve the quality of human resources, develop culture and people, to meet the requirements of comprehensive and sustainable development.

With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the Congress proposed 2 breakthroughs, 6 key tasks and main solutions for implementation.

At the Congress, Comrade Ly Thi Lan, Head of the full-time National Assembly Delegation of the XV term of Tuyen Quang province, acknowledged and commended the results that the Party Committee and the people of Luc Hanh commune had achieved in the past term. She suggested that the Party Committee of the commune should continue to strengthen the building of a clean and strong Party and political system in all five aspects of politics, ideology, ethics, organization and cadres. At the same time, it is necessary to pay attention to training and fostering young cadres, female cadres, ethnic minority cadres, and gradually increase the proportion of young party members in village party cells. The commune focuses on developing agricultural economy in the direction of goods, applying digital transformation and increasing the value of OCOP products; encouraging the development of cooperative models, household economies linked with enterprises, high-quality agricultural and forestry production according to the value chain.

The Congress introduced the Party Executive Committee, Standing Committee, Secretary, Deputy Secretaries of the Luc Hanh Commune Party Committee for the 2025-2030 term; and introduced the Delegation to attend the 18th Provincial Party Congress, term 2025-2030.

At the Tan An Commune Party Congress , there were comrades attending: Ha Trung Kien, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee; Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation, term XV; Mai Duc Thong, member of the Provincial Party Committee, Editor-in-Chief of Tuyen Quang Newspaper and Radio and Television, Chairman of the Provincial Journalists Association.

In the 2020 - 2025 term, the Tan An Commune Party Committee has made efforts and strived to achieve many important achievements in all fields. The targets of the Resolution of the Commune Party Congress were basically completed (28/31 targets were completed), many targets exceeded the set targets such as: Building new rural areas, reducing poverty, eliminating temporary houses, dilapidated houses...

The work of building the Party and the political system has been given attention and achieved many important results; the Party's leadership method has continued to be innovated; the leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced. The economy has continued to develop, per capita income has increased; production has shifted in the right direction in line with market demand; socio-economic infrastructure has developed quite synchronously. National defense and security have been maintained, social order and safety have been basically stable.

For the 2025-2030 term, the Tan An Commune Party Committee has set out specific targets for Party building and the political, economic, cultural, social, digital and environmental systems. The Party Committee has set out three key tasks and many implementation solutions.

Speaking at the Congress, Standing Vice Chairman of the Provincial People's Council Hau Minh Loi emphasized: The task of the Party Committee and people of Tan An commune in the 2025 - 2030 term is to realize the aspiration for rapid and sustainable development, for the happiness of the people.

He suggested that the Tan An Commune Party Committee urgently develop, promulgate and well implement working regulations and work programs for the entire term; concretize the Congress Resolution into action programs and implementation plans; and promote the spirit of solidarity and unity.

The Commune Party Committee needs to clearly identify forest economy, forest product processing, ecotourism services, and experiences as pillars in the development orientation; develop agriculture and forestry in the direction of commodity production, large scale, and sustainability. Developing Tan An culture and people is an important pillar to effectively implement the entire population building a cultural life in residential areas. Improve the quality of cadres and civil servants; review and arrange cadres according to the right job positions, streamline the apparatus but must be streamlined and effective...

The Congress introduced the Party Committee members, Standing Committee, Secretary, Deputy Secretary of Tan An Commune Party Committee and the delegation attending the 18th Provincial Party Congress.

In Hung An commune, in the 2020-2025 term, the Party Committee and People of the commune have made efforts to overcome difficulties and achieved many important results in various fields. Average income per capita reached 55 million VND/person/year, an increase of 10 million VND compared to the beginning of the term; the multidimensional poverty rate decreased to 7.9%; the rate of trained workers reached 71%; 100% of commune roads were concreted or asphalted; the rate of cultural families reached over 96%; the forest coverage rate reached 68%; 100% of schools met national standards; national defense and security were maintained, social order and safety were stable.

Along with that, the work of building the Party and the political system has many positive changes. During the term, the commune admitted 145 new party members. Every year, 100% of party cells successfully completed their tasks. Mass organizations promoted their core role, united and gathered people to compete in labor production.

In the 2025-2030 term, the Party Committee of Hung An commune set out 3 breakthroughs and 5 key tasks with a number of specific targets such as: By 2030, the total product in the area will reach 2,266 billion VND; average income per capita will reach 84 million VND/person/year; the rate of schools meeting national standards will reach 100%; the rate of cultural families will reach 97%; the rate of grassroots Party organizations completing their tasks well will reach 90% or higher; every year, the rate of authorities classified as completing their tasks well will reach 95% or higher.

Speaking at the Congress, Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan praised and congratulated the achievements of the Hung An Commune Party Committee in the past term. She suggested that in the 2025-2030 term, the Hung An Commune Party Committee should specifically identify key projects, plans and tasks to be deployed to successfully implement the goals set out in the Congress Resolution, with the spirit of "clear people, clear work, clear responsibilities, clear products, specific results, clear deadlines, clear roadmaps".

Along with that, continue to pay attention to investing and upgrading infrastructure, especially the traffic system connecting the commune administrative center with villages, production areas and neighboring localities; pay attention to comprehensively developing cultural and social fields, improving the quality of education, training, and health care for the people; focus on building a modern and smart governance system; strengthen national defense and security; continue to build a clean and strong Party organization; improve the leadership capacity and fighting strength of the Party organization.

At Tan Trinh commune, also attending the Commune Party Congress were leaders of the Department of Ethnic Affairs and Religion; 129 official delegates representing 755 party members in the entire Party Committee.

Tan Trinh Commune   was newly formed on the basis of merging Tan Trinh and Tan Bac communes. In the 2020-2025 term, the Party Committee, government and people in the commune have always been united, unified, and synchronously implemented tasks and solutions, achieving many comprehensive results in all fields. Up to now, the average income per capita has reached 59.3 million VND/year and exceeded the set target by 15.6 million VND; the rate of people participating in health insurance has reached 96.5%; the rate of poor households has decreased from 16.4% in 2020 to 4.02% in 2025; the rate of student mobilization to school and transfer to other levels has reached 100%; 6/6 schools have met national standards.

In addition, industry, handicrafts and construction have developed in the right direction, creating momentum for economic growth. Urban and rural infrastructure has been increasingly invested in and improved. People's material and spiritual lives have been improved, and social security policies have been fully and promptly implemented. Backward customs and practices have been gradually pushed back, and ethnic cultural identities have been preserved and promoted. National defense, security, and social order and safety have been ensured. Party building and the political system have been focused on and strengthened.

The Tan Trinh Commune Party Congress has the theme: "Determination to build a clean and strong Party and political system; promote the strength of national unity; innovate thinking, creativity, mobilize all resources for development; maintain national defense, ensure security and order; build a comprehensive and sustainable commune". At the same time, clearly define the development direction and goals through 25 specific targets, 5 key tasks, 3 breakthroughs and groups of implementation solutions. In particular, the breakthrough contents prioritize digital transformation; identity tourism, green, endemic, high-value agriculture; complete infrastructure, expand development space in the commune center according to the plan.

Speaking at the Congress, Comrade Nguyen Hong Trang, Deputy Secretary of the Party Committee of the Provincial Party Committee, highly appreciated the outstanding results of the Tan Trinh Commune Party Committee in the past term. He emphasized: The Commune Party Committee needs to continue promoting the tradition of solidarity, focusing on directing the development of the private economy in the spirit of Resolution 68 of the Politburo. The Commune needs to plan agricultural production areas in a concentrated direction, suitable to the characteristics of land and soil to increase product value and market competitiveness; towards building a commune that meets advanced new rural standards; taking comprehensive care of the material and spiritual life of the people.

Comrade Nguyen Hong Trang also requested the Commune Party Committee to strengthen Party building work; improve the quality of Party cell activities; strictly implement inspection, supervision and prevention of corruption and negativity. In particular, the commune needs to actively innovate, create, digitalize, apply science and technology, creating a foundation for the development of modern production forces.
