On June 15, 1993, the Minister of National Defense signed Decision No. 247/QD-BQP to establish the Department of Judgment Enforcement Management of the Ministry of National Defense (now the Department of Judgment Enforcement of the Ministry of National Defense ), directly directing the transfer of civil judgment enforcement work from military courts at all levels to judgment enforcement agencies and implementing State management of civil judgment enforcement in the Army. On June 16, 1993, the Chief of the General Staff of the Vietnam People's Army signed Decision No. 430/QD-TM to establish Judgment Enforcement Departments under the Military Regions, the Navy and the Capital Military Region.

As a part of the Military Enforcement Sector, the Execution Department of Military Region 5 has been built, gradually perfected, matured, developed steadily, and successfully completed all assigned tasks. Ensuring that 100% of effective court judgments and decisions are decided and enforced in accordance with the law; collecting hundreds of billions of VND and many valuable assets for the State, collectives, and citizens, while simultaneously resolving many difficult and complicated cases involving many levels and sectors.
