
Although Vietnam and Algeria are geographically distant, they are very close emotionally and have many similarities. As strongly affirmed by Prime Minister Pham Minh Chinh during his official visit to the Democratic and People's Republic of Algeria: Although time changes, the world changes, there is one thing that never changes, which is the bond between the two countries of Vietnam and Algeria, which have always been together, sharing joys and sorrows in the most difficult times, and is a priceless asset that has been constantly cultivated by generations.
The official visit to Algeria by Prime Minister Pham Minh Chinh and his wife and the high-ranking Vietnamese delegation had very special features: Algerian Prime Minister Sifi Ghrieb warmly welcomed Prime Minister Pham Minh Chinh and his wife at the foot of the plane's stairs; and also presided over the solemn official welcoming ceremony right at the airport, showing great respect, trust and friendship. The visit took place on the occasion of the 63rd anniversary of the start of the Algerian people's resistance war for independence (November 1, 1954).
At the talks with Prime Minister Sifi Ghrieb, Prime Minister Pham Minh Chinh emphasized that in the current context, the two countries need to "unite for strength - cooperate for benefits - dialogue for trust" and with the motto "listen together, understand together, believe together, act together, develop together", to create a breakthrough in bilateral relations. The highlight of this visit was that at the talks, the two Prime Ministers agreed to upgrade the relationship between the two countries to a Strategic Partnership - an event of historical significance, creating a new momentum in the relationship between the two countries. At the press conference after the talks, Algerian Prime Minister Sifi Ghrieb expressed that it is necessary for the two sides to implement the contents of the agreements reached into practical and effective actions, making the bilateral cooperation between Vietnam and Algeria "a model" in international relations.
What is very special is that on November 19, Prime Minister Pham Minh Chinh and Prime Minister Sifi Ghrieb met three times, including an official meeting in the morning, attending the Vietnam-Algeria Economic Forum in the afternoon, and working with a number of key ministries, branches, and businesses in the evening. This is unprecedented, going beyond the usual diplomatic protocols, demonstrating the two leaders' great determination, working day and night, inspiring ministries, branches, and businesses of the two countries to meet, actively discuss, and urgently implement specific tasks.
During this visit, Algerian leaders all gave the best words of praise to the great President Ho Chi Minh and the heroic history of the Vietnamese people, affirming that Vietnam was the inspiration for the Algerian people's independence revolution, culminating in the "8-year long resistance war" (1954-1962). With such good feelings, Prime Minister Pham Minh Chinh attended the launching ceremony of the book "Dien Bien Phu" in Arabic at the Algerian National Veterans Museum right at the Martyrs' Memorial in the capital Algiers, attracting many Algerian officials and friends to attend. Mr. Vo Hong Nam - son of General Vo Nguyen Giap himself presented a number of books to Algerian government officials.
The capital Algiers is home to the 3km long Ho Chi Minh Avenue, located on the East-West axis, which is one of the main routes, attracting a large number of passersby. On the occasion of visiting Ho Chi Minh Avenue, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the Memorial Stele on the life and career of President Ho Chi Minh, which is one of the symbolic works for the good relationship between the two countries, a red address to inspire and educate good traditions for future generations.
We were very impressed to attend the Vietnam - Algeria Economic Forum, which according to Prime Minister Pham Minh Chinh, was a "historic" Forum due to its very special features: it received the attention of General Secretary To Lam and Algerian President Abdelmadjid Tebboune; it was attended by two Prime Ministers; it took place right after the two countries established a Strategic Partnership; it was attended by a large number of business representatives from both countries, initially only about 200 delegates were expected but the number later doubled; it mentioned the possibility of economic cooperation in all fields.
At the forum, Prime Minister Sifi Ghrieb reiterated the view that Algeria has a strategic position, being a gateway to the Middle East, Africa, and Europe. The Prime Minister said that Algeria is a friendly country with Vietnam and Vietnam should take this opportunity. He called on Algerian investors to negotiate with Vietnamese enterprises to find specific cooperation opportunities so that Algeria can export more of its strong products to the Vietnamese market and vice versa...
Noting that the President and Prime Minister of Algeria both affirmed that economic cooperation between the two countries is “limitless, without obstacles” in all fields and industries, Prime Minister Pham Minh Chinh emphasized that Vietnamese enterprises can invest in Algeria from tea planting, livestock farming, forestry, animal feed, rice planting... to high technology such as semiconductor chip production, products to conquer space...
In the past, Vietnam and Algeria were united, united, helped each other, were friends, partners, and brothers in the resistance war against colonialism, to regain independence and freedom. In the present and in the future, there is no reason why we should not be united, united, and help each other in the spirit of brotherhood to develop a rich, civilized, powerful, prosperous country and for the people of the two countries to be happy and prosperous.
The Prime Minister called on Vietnamese enterprises to increase investment in Algeria, more strongly and decisively, to exploit the advantages of this country. The Prime Minister suggested that the two sides cooperate with sincere affection and responsibility, “from heart to heart”, considering Algeria’s interests as Vietnam’s interests, Algeria’s achievements as Vietnam’s achievements.
In that spirit, the Prime Minister suggested that the business community and investors, especially Algerian businesses and investors, focus on cooperation and investment in six key areas: energy and minerals; infrastructure, construction, logistics; high-tech agriculture, agricultural and aquatic product processing; digital technology, telecommunications, services; education, training, technology transfer; promote trade and investment between the two countries, focusing on industries, fields, and products that have demand and are potential and strengths of the two countries.
This message from the Vietnamese Government leader was warmly welcomed by Algerian leaders, expressed through statements and commitments to strong, substantive and effective cooperation with Vietnam. Agreeing with Prime Minister Pham Minh Chinh, Algerian leaders all expressed that, on the basis of political trust, the two countries need to turn the glorious past and tradition of good friendship into cooperation that will bring concrete results in the new period.
