On the morning of October 11, at the press conference on the first 9 months of the year on socio -economics, national defense and security organized by the People's Committee of Binh Duong, Mr. Pham Van Tuyen, Deputy Director of the Department of Labor - Invalids and Social Affairs of Binh Duong province, informed about the situation of granting permits to foreign workers in the province.
According to Mr. Tuyen, the delay in granting work permits to foreigners has a significant impact on the operations of businesses. However, the Department adheres to the principle of implementing the law in accordance with the law, and applications that do not meet the requirements will be returned.
The Department's leaders said they are under pressure to promptly issue work permits to businesses, but must ensure compliance with legal regulations.

In the past, the Department has advised the Provincial People's Committee to issue regulations on coordination between relevant sectors in the work of granting permits to foreign workers. From there, relevant sectors will coordinate, provide, share information, and identify issues before granting permits.
In addition, the Department of Labor, War Invalids and Social Affairs has advised the Provincial People's Committee to authorize the Department and the Industrial Park Management Board to approve the need to use foreign labor.
When the licensing authority is held by the Provincial People's Committee, the appraisal and licensing process takes more time. Therefore, the Department of Labor has proactively advised the Provincial People's Committee to authorize, to shorten the time for carrying out procedures, ensuring timely issuance of labor licenses.
Mr. Tuyen added that from September 18, according to Decree 70 of the Government , the function of granting work permits to foreigners at the Industrial Park Management Board will be transferred to the Department of Labor, War Invalids and Social Affairs. Enterprises in industrial parks with foreign workers will all transfer to the Department for licensing.
This regulation creates great pressure on the Department of Labor, War Invalids and Social Affairs because the work has doubled.

However, the Department will try to do it promptly and in accordance with regulations to ensure that foreigners who want to work and meet all legal requirements will be granted work permits.
