The Thirteen Camps is a popular name for the land west of the ancient Thang Long citadel. This land is basically equivalent to the old Noi canton, Vinh Thuan district, now part of Ba Dinh district ( Hanoi ). Under the Ly - Tran dynasties, the Thirteen Camps were under the direct management of the Binh Bac office, later changed to the Kinh Su An Phu Su, Kinh Su Dai Doan, Trung Do Doan... In the Quang Thuan year of the Le dynasty (1460 - 1469), Trung Do prefecture was established (later changed to Phung Thien), including the two districts of Vinh Xuong and Quang Duc. The Thirteen Camps belonged to Quang Duc district.
After the August Revolution, on December 21, 1945, the suburbs of Hanoi were divided into 5 administrative areas including Lang Bac, Dai La, Dong Da, De Tham, and Me Linh. The area of Thap Tam Trai belonged to Dai La area. After many moves, currently, Thap Tam Trai includes 14 camps: Vinh Phuc , Dai Yen, Lieu Giai, Cong Yen, Cong Vi, Van Phuc, Thu Le, Xuan Bieu, Ngoc Ha, Huu Tiep, Hao Nam, Giang Vo, Kim Ma, Ngoc Khanh with 18 historical and cultural relics, of which 17 relics belong to 8 wards in Ba Dinh district including Cong Vi, Doi Can, Giang Vo, Kim Ma, Lieu Giai, Ngoc Khanh, Ngoc Ha, Vinh Phuc. Particularly, Hao Nam camp belongs to O Cho Dua ward, Dong Da district.
The festival celebrating the 982nd anniversary of Thap Tam Trai of Ba Dinh district aims to commemorate and pay tribute to the hero Nguyen Quy Cong (Hoang Phuc Trung) also known as Hoang Le Mat, a meritorious mandarin of the Ly dynasty, a native of Le Mat village (now in Viet Hung ward, Long Bien district) who reclaimed the wasteland west of Thang Long citadel to establish a fertile agricultural area with the place name Thap Tam Trai; a man who was loyal to the country, did not care about fame or fortune, did not crave for wealth and honor, loved the people with all his heart, a shining example like the sun and moon, who was honored through royal decrees from the Ly, Tran, Le, and Nguyen dynasties.
Before the heroic souls of ancestors, the heroic sacrifices of predecessors, heroes and martyrs, Vice Chairwoman of Ba Dinh District People's Committee Pham Thi Diem affirmed that cadres, party members and people of Ba Dinh District are determined to strive to excellently fulfill the targets of Party building work, economic - cultural - security and defense development tasks in 2025 and the following years; always maintain solidarity and unity, maintain the stability and peace of the district, worthy of being the national administrative - political center.
