According to the draft, the subjects of application are officers and professional soldiers of the people's army; officers and professional non-commissioned officers, officers and technical non-commissioned officers of the people's police; people working in cryptography receiving salaries as military personnel; non-commissioned officers and soldiers of the people's army; non-commissioned officers and conscripts of the people's police; military, police and cryptography students currently studying are entitled to living expenses;

The above-mentioned employees, during the time of studying, interning, working, researching, or receiving medical treatment abroad, still receive salary or military rank allowance or living expenses in the country and pay social insurance according to regulations, then they are entitled to the prescribed social insurance regimes.

Regarding the conditions for receiving pension, the draft decree stipulates that the above-mentioned employees who quit their jobs and have paid compulsory social insurance for at least 15 years must fall into one of the following cases:

Age is at most 5 years lower than the age specified in Clause 2, Article 169 of the Labor Code, implemented according to the increasing roadmap. The roadmap for adjusting the retirement age of workers is implemented as follows: The lowest retirement age for male workers from 2025 is 51 years and 3 months, and according to the roadmap, it will increase by 3 months each year until 2028 and will be fixed at 52. According to the provisions of this draft Decree, employees who have paid social insurance for 20 years or more, when retiring, are entitled to receive a pension if they fall into one of the following cases:

Male soldiers with 25 years or more of service, female soldiers with 20 years or more of service in the army, but the army no longer needs to arrange officers, professional soldiers, defense civil servants, defense workers, defense officials or cannot change professions.
