Ha Dong District promotes economic restructuring towards increasing trade and services

Ha Dong is a district with a large natural area, with important plans early on, attracting investment resources for socio-economic and urban development.

Accordingly, many new urban areas and key traffic axes have been implemented, creating a developed urban appearance in recent years. In particular, the district's economic structure has changed in a positive direction, consistent with local development, in which the proportion of trade, services and tourism accounts for 51.36%.

Trade and services change to suit the times

Implementing Project No. 02-DA/QU dated November 9, 2020 of Ha Dong District Party Committee on "Developing civilized and modern trade and services; combining economic restructuring of Ha Dong District in the period of 2021-2025", the District Party Committee, People's Council, and People's Committee have led and directed the good implementation of the Project.

According to statistics, the total production value in the district in the 5 years from 2021 to 2025 is estimated to increase by 12.98% (at 2010 constant prices), up 0.26% compared to the plan. Of which, the service industry increased by 14.92%, the construction industry increased by 11.09%, and the agriculture industry increased by 0.83%. The estimated production scale in 2025 is over 535,905 billion VND, 1.76 times higher than in 2020.

The economic structure has changed in a positive direction, in line with local development. It is estimated that in 2025, the proportion of the trade - service - tourism sector will account for 51.36%, an increase of 2.9% compared to 2020; industry - construction 48.6%, a decrease of 2.98% compared to 2020; agriculture 0.04%, a decrease of 0.01% compared to 2020.

Vice Chairman of Ha Dong District People's Committee Pham Van Chien said that in general, the economic structure accurately reflects the development of the economy in the current period, industry - construction is stable and sustainable; trade - services have strong changes, suitable for the times.

Accordingly, the average income per capita increased compared to previous years. In 2020, it reached 82.7 million VND/person/year, higher than the city's average income of 8.3 million VND/person. It is estimated that in 2025, the district will reach 87.3 million VND/person/year, higher than the city's average income of 8.1 million VND/person.

According to the review, the revenue from trade - services - tourism - hotels and restaurants in the district has grown strongly. In 2020, it reached 83,693 billion VND, estimated to reach 174,700 billion VND in 2025, with an average increase of 13.23% in the period 2021-2025. The infrastructure for trade and services in the district has gradually developed in a civilized and modern direction; the number of mini supermarkets and chain convenience stores has grown rapidly over the years (in 2020, there were about 76 stores, in 2024, there were over 150 stores).

E-commerce activities are increasingly developing, businesses and services have promoted the application of e-commerce in business, payment (especially in the fields of tax, banking, public services (electricity, water...), wholesale, retail). In particular, the district has 72 fruit stores that meet the conditions of the Project and have been granted identification signs by the District People's Committee (100%).

Not only paying attention to creating favorable conditions for business households, the People's Committee of Ha Dong district also coordinated with the city's departments and branches to successfully organize 25 trade promotion programs in the district; chaired the organization of 2 trade and tourism promotion programs in the district, organized booths to promote and sell handicraft products, craft villages, and gifts for the 31st Seagames; informed, propagated, and organized for establishments in the district to participate in 20 trade promotion programs organized by departments and branches; confirmed for 3 businesses to organize fairs and trade promotion weeks in the district.

In addition, the district has also promoted information and propaganda on the application of e-commerce. Up to now, supermarkets, shopping malls, convenience store chains and many businesses in the district have promoted the application of e-commerce in business and payment; 100% of business households and enterprises in the district declare taxes electronically online; 80% of customers using clean water and about 92% of customers using electricity make non-cash payments.

Review, adjust and supplement supermarkets and shopping centers

Continuing to focus on developing trade, services and tourism in economic development, in the coming time, the People's Committee of Ha Dong district will continue to review, propose to add and adjust markets, shopping centers and supermarkets in the area to the plan to develop commercial infrastructure in the city.

Focus on removing difficulties within the authority and recommending competent authorities to remove difficulties and obstacles in the investment in new construction and market expansion; urge the management units of La Ca and Mau Luong markets to complete procedures according to regulations, speed up the progress of investment preparation and market reconstruction; strive to complete the investment and construction of La Ca market in 2025. Urge Yen Phuc Cooperative and Phuc La Ward People's Committee to carry out procedures on land and related procedures as a basis for market expansion. Urge market management units to complete procedures on land and public asset management as a basis for considering proposals to convert the management model for qualified markets and when there are specific regulations of the city, implement Decree No. 60/2024/ND-CP of the Government.

In addition, the People's Committee of Ha Dong district will also focus on investing in upgrading streets associated with the construction of civilized urban streets such as Le Hong Phong street (Nguyen Trai ward, Ha Cau ward) as a basis for considering and proposing the construction of civilized urban streets in the following years when the project is completed; proposing to build Le Trong Tan street as a civilized urban street. At the same time, encourage the development of a number of service industries with advantages, high knowledge and technology content, contributing to promoting economic restructuring in the district such as tourism services, medical services, banking and financial services, education, training, transportation services, etc.
