Currently, Hai Ba Trung district has 15 wards, including: Bach Dang, Bach Khoa, Bach Mai, Dong Nhan, Dong Tam, Le Dai Hanh, Minh Khai, Nguyen Du, Pham Dinh Ho, Pho Hue , Quynh Mai, Thanh Luong, Thanh Nhan, Truong Dinh, Vinh Tuy.
As planned, the district will establish 3 basic administrative units including: Hai Ba Trung basic administrative unit; Bach Mai basic administrative unit; Vinh Tuy basic administrative unit.
Mr. Nguyen Quang Trung said that the above arrangement is based on the instructions of the Central Government, Hanoi city and the results of reviewing the number of administrative units at all levels, natural area, population size, structure and level of socio -economic development according to the 2024 statistical yearbook; the results of classifying administrative units and urban areas of administrative units, specific factors of history, tradition, culture...
This administrative unit reorganization is an opportunity to continue to concretize the major policies and orientations of the Central Government and the plans for construction and socio-economic development of the Capital. At the same time, it creates motivation and conditions for the city to reorganize development space, avoiding fragmentation, inadequacies, and waste of resources.
Therefore, immediately after the city officially issues the plan to rearrange commune-level administrative units, Hai Ba Trung district will organize to collect public opinions according to the city's instructions, with the completion date before April 22. The district will organize a People's Council meeting to pass a Resolution approving the policy of rearranging grassroots administrative units, with the completion date before April 26.
On the same day, Chairman of Hai Ba Trung District People's Committee Nguyen Quang Trung signed and issued guidelines for organizing public consultation and approval of the District People's Council on the arrangement of ward-level administrative units in the district. Specifically, the distribution of ballots directly to household representatives or the organization of a conference of voters representing households to distribute ballots is decided by the Ward People's Committee (depending on the conditions to choose the appropriate form).
The content of the consultation includes asking voters' opinions on the plan to arrange new ward-level administrative units to be formed in Hai Ba Trung district; asking for opinions on the proposed names of the new administrative units.
The Ward People's Committee decides to establish People's Opinion Groups according to the residential area or area; the members of each Group are decided by the Ward People's Committee. The Group Leader is the Party Cell Secretary or the Head of the Residential Group. The Group members are representatives of prestigious socio- political organizations and people in the residential group.
From this practical requirement, comrade Nguyen Quang Trung suggested that cadres and party members promote their pioneering and exemplary role in implementing the arrangement of administrative units in the area. Thereby creating consensus among all classes of people in implementing this major policy of the Party, including collecting opinions on the arrangement of administrative units at the commune level.
