
Necessary and timely policy
Implementing Directive No. 19/CT-TTg dated June 24, 2024 of the Prime Minister on strengthening fire prevention and fighting work for multi-storey houses, multi-apartment houses, and individual houses combined with production and business, recently, wards of Hai Ba Trung district have deployed many effective solutions.
One of the contents that people are most interested in in Directive 19 clearly states: "Requires heads of establishments and household owners to commit to and have a roadmap to implement fire prevention and fighting enhancement solutions issued by the People's Committees of provinces and cities and must complete the implementation of the solutions before March 30, 2025. After the above time, if the organization does not implement, it must stop operations until the implementation is completed."

Mr. Pham Hoang Hai is the owner of a 5-storey mini apartment with 15 rooms for rent at No. 27, Lane 23, Duong Van Be Street, Vinh Tuy Ward. Recently, Vinh Tuy Ward has organized many training and propaganda sessions on fire prevention and fighting for his family as well as other households renting rooms here.
“According to regulations, we must fully equip ourselves with equipment such as fire extinguishers, masks, rope ladders, etc. to ensure fire safety. After checking, we had to close 4 rooms because we did not ensure a second escape route. This regulation may cause difficulties for some households living in deep alleys, but compliance with the regulations is urgent to ensure fire safety,” Mr. Hai shared.
In Vinh Tuy ward, there are 252 lodging rental establishments (23 establishments more than in 2024).

Chairman of Vinh Tuy Ward People's Committee Luu Xuan Trich said that in addition to propaganda, the Ward People's Committee has organized inspections and re-inspections, and at the same time guided rental establishments and houses combined with production and business to supplement immediate solutions to ensure fire safety and rescue. At the same time, resolutely implement the request for heads of establishments and household owners to properly fulfill their commitments, immediately implement fire prevention and fighting solutions according to regulations and must complete the implementation of the solutions before March 30, 2025.
Resolutely handle households that do not comply

Le Dai Hanh Ward has 33 lodging establishments, of which 13 establishments had to stop operating because they did not ensure fire prevention and fighting according to regulations.
Chairwoman of Le Dai Hanh Ward People's Committee Nguyen Thi Hong Hanh said that over the past time, the ward has actively promoted the work in many forms. On March 17, the ward held a conference to disseminate Directive 19 to 100% of rental housing establishments and requested them to stop operating before March 30, 2025 if they did not complete the correction of existing fire prevention and fighting problems according to regulations.

“There is a very reprehensible psychological phenomenon that fires happen in other people’s houses but not in one’s own! In reality, there have been many tragedies related to fires and explosions. At that time, not only the victims suffer, but legal responsibility will be placed on many people, many levels, if there is a lack of close supervision and determination,” Ms. Nguyen Thi Hong Hanh expressed.
Affirming the determination of the authorities, Lieutenant Colonel Pham Trung Khanh Tung, Chief of Le Dai Hanh Ward Police, emphasized that there are still rental establishments that do not comply with regulations and do not know how to protect the safety of their "fishing rods". This is unacceptable, especially in terms of fire safety principles and requirements.

On the afternoon of March 20, Vice Chairman of Hai Ba Trung District People's Committee Nguyen Manh Hung issued a document urging the implementation of Directive 19 to relevant units in the district. According to the summary, currently the work of overcoming existing issues regarding fire prevention and fighting and rescue of some types of facilities is still slow and has a low rate.
Therefore, the District People's Committee requires wards to organize propaganda, inspection, and guidance for facility owners to overcome urgent solutions to enhance fire safety conditions, to be completed before March 30, 2025. Facilities that do not overcome the situation must stop operating until the situation is resolved.
