With the motto "Where there are workers, there is a Trade Union", the Provincial Federation of Labor (FFL) issued many action programs and resolutions on developing union members, establishing grassroots unions; established a Steering Committee for developing union members, and assigned both term-term and annual targets on developing union members and establishing grassroots unions to affiliated units.
Directing trade unions at all levels to promote propaganda activities to organize the “Peak month for developing union members and establishing grassroots trade unions” during Workers’ Month; diversifying approaches and mobilizing workers and employers. Performing well the function of protecting the legitimate and legal rights and interests of workers, organizing dialogues, negotiating and signing collective labor agreements that are beneficial to workers, etc.
Therefore, the number of admitted union members and newly established unions have exceeded the targets set by the Union Congress Resolution.
As a leading unit in developing union members and establishing grassroots unions in enterprises, every year, the Standing Committee of the Provincial Industrial Zones Trade Union closely follows the direction of the Provincial Federation of Labor, linking the task of developing union members and establishing grassroots unions with innovating content and methods, and improving the quality of union activities.
Assign officers and specialists to strengthen coordination with functional agencies to review enterprises without a trade union organization; the number of employees who are not union members in enterprises without a trade union organization and enterprises with a trade union organization to evaluate and compile statistics on enterprises that are eligible to establish a grassroots trade union and the number of employees. On that basis, propose specific solutions to effectively implement the work of developing union members and establishing grassroots trade unions.
Synchronously implementing solutions, since the beginning of the year, the Provincial Industrial Zones Trade Union has newly established 15 grassroots trade unions, developing more than 1,600 union members.
Comrade Phan Thai Hoa, Vice Chairman of the Provincial Industrial Parks Trade Union, said: “To achieve such results is not easy, because most of the business owners in the industrial parks are foreigners, they do not clearly understand the role of the Trade Union, so the trade union officials encounter many difficulties in the process of mobilizing. Some businesses do not cooperate, delay, avoid establishing a grassroots trade union, workers have limited legal awareness, do not dare to request businesses to establish a trade union.
To approach and mobilize enterprises to establish grassroots unions, union officials must have full qualities, working capacity, and courage to undertake tasks in the new situation. At the same time, closely coordinate with functional agencies to grasp the operational situation of enterprises, thereby having specific solutions, focusing on promoting the benefits of trade union organizations to union members and enterprises; mobilize and support enterprises to establish grassroots unions.
Comrade Le Thi Duong, Head of the Professional Department, Provincial Federation of Labor said: "In previous terms, the rate of establishment of grassroots trade unions in enterprises was not high, leading to the situation of workers going on strike, demanding benefits related to salary, bonus and social insurance policies.
Most strikes are spontaneous, unexpected, do not follow the order, procedures and regulations of labor law, and do not have the leadership of the trade union organization, so receiving information, contacting and explaining from employers and authorities is difficult.
To overcome these problems, the Provincial Federation of Labor has implemented many synchronous solutions to strengthen and improve the effectiveness of grassroots trade unions, clearly demonstrating the role of trade unions in managing production and business enterprises and building labor relations. Thanks to that, the number of newly established grassroots trade unions in foreign-invested enterprises has increased. Conflicts related to workers' rights and interests have been resolved promptly, the labor situation has been stable, the lives of workers have been increasingly better, and strikes and collective work stoppages in enterprises have been minimized.
With the motto "Innovation - Democracy - Solidarity - Development", in the coming time, all levels of the Trade Union in the province will continue to promote propaganda and mobilize workers to raise awareness and responsibility for participating in building the working class and trade union activities, voluntarily join the Vietnam Trade Union; focus resources, create a breakthrough in developing union members and establishing grassroots trade unions, especially in non-state enterprises and informal sector workers.
