Vinh Phuc New Rural Area strives to complete goals

With the strong direction of the Provincial Party Committee and the Provincial People's Committee, the participation, efforts and determination of the entire political system, the solidarity of all classes of people and the business community, Vinh Phuc has achieved many important results in implementing the National Target Program (NTP) on new rural construction, the appearance of the countryside has improved a lot, the infrastructure has been invested synchronously in a modern and spacious direction, the quality of life of the people has been increasingly improved.

The plan to build a new rural area in Vinh Phuc for the period of 2021-2025 sets the goal of building a civilized and modern rural area in Vinh Phuc, associated with agricultural industrialization and rural urbanization; with a synchronous and modern socio -economic infrastructure, meeting the needs of economic development and daily life of rural residents.

By 2025, the province strives to have at least 15% of villages (135 villages) recognized as meeting the standards of model new-style rural villages; 11 villages (belonging to 11 communes) recognized as meeting the standards of smart villages.

At least 40% of communes (42 communes) meet advanced NTM standards according to regulations for the 2021-2025 period, 10% of communes (11 communes) are recognized as meeting model NTM standards, 22 communes are recognized as meeting smart commune standards; the remaining communes maintain meeting NTM standards according to regulations for the 2021-2025 period.

Five more districts were recognized as meeting the new rural standards; two districts met the advanced new rural standards; the remaining districts and cities maintained the new rural district standards/completed the task of building new rural areas according to regulations for the 2021-2025 period. Vinh Phuc province is eligible to propose recognition as a province that has completed the task of building new rural areas.

To implement the program, based on the goals, tasks and practical situation in the locality, Vinh Phuc province has focused on leading and directing departments, branches, districts, cities and related units to synchronously and effectively implement solutions.

In which, strengthen the leadership and direction of Party committees and authorities at all levels; promote the strength of the entire political system, create consensus of the whole society.

Promote extensive propaganda, with many appropriate forms, to cadres, party members and people of all walks of life on the Party's guidelines and the State's policies on new rural construction, in order to raise awareness, responsibility and arouse the spirit of self-awareness, proactive participation of the people, and the interest of the whole society in the work of new rural construction.

Focus on building and replicating self-management models to promote internal strength, self-reliance, self-improvement and sense of responsibility of rural communities, overcoming the mentality of waiting and dependence of a part of cadres, party members and people.

Continue to launch and effectively implement the emulation movement "Vinh Phuc joins hands to build new rural areas" associated with the campaign "All people unite to build new rural areas and civilized urban areas" in the province; thoroughly grasp the idea "building new rural areas has a starting point but no ending point".

Review and complete mechanisms and policies, especially specific mechanisms and policies to support communes in building advanced and model new rural areas, and support the implementation of program contents towards improving quality, depth and sustainability.

Effectively implement issued policy mechanisms, such as supporting restructuring of the agricultural sector; encouraging businesses to invest in agriculture and rural areas; supporting investment and construction of treatment plants, providing clean water centrally to rural areas; encouraging linkage and consumption of agricultural products, etc.

Along with that, strengthen the effective implementation of solutions to mobilize resources to implement the program. Prioritize the allocation of capital for disadvantaged communes, ethnic minority and mountainous areas to contribute to narrowing the gap in quality of NTM criteria between regions in the province.

Effectively integrate capital sources of national target programs and other programs and projects in rural areas in the 2021-2025 period to support localities in completing the goals of building new rural areas, avoiding overlap, contributing to improving the efficiency of investment of resources...

Thanks to that, up to now, Vinh Phuc has basically completed the goals of building new rural areas in the period of 2021-2025. Of which, the whole province has 200 villages achieving model new rural areas, 13 villages achieving smart new rural standards, 42 communes achieving advanced new rural areas, and 12 communes achieving model new rural areas.

Up to now, Yen Lac district has met the advanced NTM standards; Binh Xuyen district has basically completed the criteria to meet the advanced NTM standards; Vinh Yen city and Phuc Yen city have been recognized for completing the task of building NTM; other localities continue to implement NTM construction according to the set schedule.
