Xuan Loi commune focuses resources on building a model new rural area

Identifying the construction of new rural areas as a regular and continuous task, the Party Committee and People's Committee of the commune continue to lead the people, unions, and socio-political organizations to make efforts to maintain and improve the new rural criteria.

The commune focuses all resources on investment and upgrading the rural infrastructure system to serve the production and living needs of the people; implements solutions to promote production development, diversify industries, increase income for people and sustainably reduce poverty.

Thanks to that, Xuan Loi commune's economy has achieved a good growth rate every year, with average income per capita in 2024 reaching more than 72 million VND/year, and the multidimensional poverty rate decreasing to less than 1%.

In the period 2011 - 2024, the whole commune mobilized more than 492 billion VND to build new rural areas, of which more than 343 billion VND was mobilized from the people, accounting for nearly 70% of the total capital. In 2024, Xuan Loi commune was recognized by the Provincial People's Committee as meeting advanced new rural standards with 19/19 criteria meeting the standards.

Currently, the commune has a general plan until 2030, detailed plan for construction of commune center and residential areas approved, in accordance with local socio-economic development and district planning.

100% of traffic routes are hardened, 100% of commune and village traffic routes have a road surface width of more than 5.5m, ensuring the criteria of bright - green - clean - beautiful.

More than 90% of agricultural land is actively irrigated and drained; 100% of households have access to safe and stable electricity; the percentage of households using clean water from the centralized water supply system is more than 65%...

In 2025, Xuan Loi commune will continue to improve its criteria, striving to achieve the standards of a model new-style rural commune with three outstanding criteria: environment, culture and education.

The whole commune currently has 3 schools that meet national standards, of which Xuan Loi Secondary School meets national standards level 2; 100% of residential villages have cultural houses that meet the prescribed standards, and have cultural and sports clubs that operate regularly, attracting a large number of people to participate.

Among the three criteria for building a model new-style rural commune, the environmental criterion is the most difficult to achieve because it is a dynamic criterion. To complete the criteria, the commune mobilizes 100% of production, business and livestock households to sign a commitment to ensure environmental sanitation; mobilizes political and social organizations and people to actively participate in environmental sanitation activities, building a bright - green - clean - beautiful landscape.

Currently, the rate of solid waste collected in the commune reaches more than 98%; the rate of organic waste and agricultural by-products collected and reused as raw materials and fertilizers reaches more than 80%, the area of ​​green space used for public use reaches 4m2/person...

Chairman of Xuan Loi Commune People's Committee Nguyen Quoc Chien said: "Implementing the National Target Program on New Rural Construction with a proactive mindset, the commune focuses on propagating and mobilizing people to identify their role as the main subject in building New Rural Construction.

Implementing the new rural criteria on the basis of "People know, people discuss, people do, people check, people enjoy", thereby creating consensus, arousing the spirit of participation and contribution of the majority of people. With the efforts of the Party Committee and the people, up to now, the commune has had 7/12 residential villages meeting the criteria of model new rural villages".

Striving to achieve the criteria of a model new-style rural commune by the end of 2025 with three outstanding criteria: environment, culture and education, Xuan Loi commune continues to promote propaganda and increase the rate of people using clean water from centralized water supply works.

Maintain and improve the quality of environmental sanitation teams, ensure 100% of households classify waste at source, actively participate in and respond to the movement to build bright - green - clean - beautiful residential areas.

Continue to invest in and build Xuan Loi Kindergarten to meet national standards level 2; coordinate with units and businesses in labor training, ensuring that more than 90% of trained workers have stable jobs.

Directing residential villages to mobilize people to properly implement village conventions and village regulations, maintain the activities of self-governing inter-family groups; at the same time, promote cultural, physical education and sports activities, and build a healthy cultural life rich in identity.
