According to the Vinh Phuc Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, by 2030, the province is expected to form 47 industrial clusters with a total area of over 1,700 hectares. To date, 16/47 industrial clusters have been established, with investors assigned to build technical infrastructure, of which 9 industrial clusters have organizations and individuals operating in production and business.
After the Law on Environmental Protection (LEP) 2020 took effect, 4/9 industrial parks including Hung Vuong - Phuc Thang Industrial Park; Dong Soc Industrial Park; Te Lo Industrial Park; Yen Dong Industrial Park have completed the investment in centralized wastewater treatment systems, reaching a rate of more than 44.4%. However, among them, currently only 1 industrial park (Hung Vuong - Phuc Thang Industrial Park) has installed an automatic monitoring system and transmitted data according to regulations; 2 industrial parks including Yen Dong Craft Village Industrial Park and Te Lo Craft Village Industrial Park, the wastewater and surface water collection systems have not been separated, the collection process entails a lot of mud, suspended solids causing blockage of pipes, leading to the current shutdown of the wastewater treatment system.
2/9 industrial parks (Dong Van industrial park, Minh Phuong craft village industrial park) are investing in building a centralized wastewater treatment plant system, the construction has been completed, and the equipment system is being installed; 3/9 industrial parks including Yen Lac town industrial park, Ly Nhan industrial park, Dong Thinh industrial park have not invested in building a centralized wastewater treatment plant system because the project is in the compensation - site clearance stage (BT - GPMB), and has not been allocated land by the state.
In general, the implementation of environmental protection work by investors in industrial parks is still limited, especially in investing in the construction of environmental protection works in industrial parks. The main reason is that the implementation of BT - GPMB work is slow and prolonged, affecting the progress of project implementation of industrial parks in the province; some investors of industrial park projects have not coordinated well with local authorities to implement the project.
To improve the set of indicators for assessing environmental protection results, the quality of management and development of industrial parks in the province..., the Provincial People's Committee requires investors of Minh Phuong Craft Village Industrial Park and Dong Van Industrial Park to focus on human and material resources to invest in construction to put the centralized wastewater treatment system of the industrial park into management and operation in 2025.
The investor of Yen Lac town industrial park proactively coordinates with Yen Lac district People's Committee to speed up the progress of compensation - site clearance for the remaining area of the industrial park (about 0.9 ha) to invest in the construction of a centralized wastewater treatment system. In case the area invested in the construction of a centralized wastewater collection and treatment system is located in the area facing difficulties in compensation - site clearance, there is a plan to propose to the competent authority to move the planned location of the investment in the construction of a centralized wastewater collection and treatment system to the area where compensation - site clearance has been carried out in accordance with regulations.
Investors of Trung Nguyen Industrial Park; Dong Thinh; Dinh Chu; Hop Thinh; Hoang Lau; Ly Nhan; Tho Tang - Lung Hoa; Vinh Son Craft Village; An Tuong have been focusing human and material resources to closely coordinate with local authorities to speed up the progress of BT - GPMB to promptly implement the project in accordance with regulations, focusing on prioritizing the area planned to invest in a centralized wastewater treatment system at the Industrial Park.
Yen Lac district soon proposed a project to upgrade and renovate the centralized wastewater treatment system of Yen Dong and Te Lo craft village industrial parks to meet environmental technical standards in accordance with regulations.
The fact that investors in construction and business of industrial park infrastructure speed up the investment, construction and operation of centralized wastewater treatment plants in industrial parks in accordance with regulations will help select and attract investment in environmentally friendly projects; encourage cleaner production projects..., towards sustainable development in industrial parks.
