Focus on creating resources and developing party members in the health sector

In recent times, the work of developing party members in health service units has always been directed by the Party Committee and Party organizations of the whole province, achieving positive results. However, the number of new party members recruited in the sector is not commensurate with the existing potential.

Currently, the Quang Ninh Health sector has 30 public service units with nearly 8,000 civil servants and employees. Determining that the work of developing party members is an important and regular task, for many years, Party committees and organizations at all levels have paid attention to the work of developing party members in public service units.

The Party Committee of the Department of Health directly leads and directs 1/3 of the Party organizations of the public service units under the Department, with 11 public service units. Implementing Resolution 21-NQ/TW (dated June 16, 2022) of the 13th Central Executive Committee on strengthening and building grassroots party organizations, improving the quality of party members in the new period and the direction of the Provincial Party Committee, the Party Committee of the Department of Health has directed branches, party committees, mass organizations, agencies and affiliated units to develop plans to care for and train outstanding masses. In particular, paying attention to the young team with courage, knowledge and working capacity, meeting the requirements, not chasing after form, not chasing after quantity, focusing on quality from the source creation stage to the training and fostering of new party members.

The Party cells, Party committees, agencies and units under the Party Committee of the Department of Health have fulfilled their responsibilities in caring for, training and creating conditions for civil servants and public employees to strive; have done a good job of assigning Party members, leaders of units, departments and offices to monitor, discover and help outstanding people, thereby selecting, considering and preparing the necessary conditions for Party development. Political and ideological education work, associated with studying and following Ho Chi Minh's thought, morality and lifestyle, to foster and raise awareness for the masses to sympathize with the Party, has been carried out regularly and promptly. The monitoring and consideration of transferring probationary Party members to official ones has been carried out in accordance with the Party Charter, with no cases exceeding the prescribed time limit.

Currently, the entire Party Committee of the Department of Health has 398 party members, accounting for 6% of the total number of people working in the health sector. All party members strictly comply with the Party Charter, Regulation No. 37 on what party members are not allowed to do; promote an active role in their work areas, always demonstrate pioneering, exemplary, high sense of responsibility, and complete all assigned tasks well.

Together with the Party Committee of the Department of Health, from 2020 to July 2023, health service units in the whole province have admitted 437 party members, bringing the total number of party members in the health sector to 3,162 (accounting for 40% of the total number of civil servants and employees in the sector). Despite positive results, the work of developing party members in these units is not commensurate with the existing resources. At the Provincial General Hospital, since the beginning of the term, the Hospital Party Committee has admitted 64 party members, exceeding the target set for the entire term by 14 party members. However, the total number of party members currently accounts for only nearly 30% of the total number of civil servants and employees in the whole hospital (257/900 people).

Thus, the mass resources at the Provincial General Hospital, as well as in other health service units, are still quite large, while these are all human resources with quite high professional qualifications and good awareness. If they are propagated, educated, trained, monitored, and helped to join the Party, it will contribute to increasing the quantity and quality of Party members for the Provincial Party Committee in the new period.

At the workshop on developing Party members among students, non-state enterprises and public service units held in early August 2023, Party committees and organizations at all levels proposed many practical and feasible solutions to promote Party admission work in health service units. In particular, the main solutions focused on enhancing the role of some Party committees and organizations in reviewing and evaluating the contingent of civil servants and employees who are not Party members, thereby effectively implementing political and ideological work, monitoring, training, helping and guiding them to join the Party; creating a favorable environment for the masses to promote their capacity and strengths in all areas of work, assert themselves, and strive to join the Party.

Along with that, pay close attention to directing and assigning responsibilities to each Party cell and mass organizations to develop annual plans and targets for developing Party members; link Party member development work with planning, training, fostering, promoting and appointing; build and promote the role of mass organizations in educating revolutionary ideals and fostering the masses' confidence so that each mass person is not only enlightened about ideals and determines the right motives for joining the Party, but also always takes the lead in movements and activities of agencies and units...
