New regulations were thoroughly grasped and implemented at the Conference, including Regulation No. 85-QD/TW, dated October 7, 2022, on cadres and Party members establishing and using personal websites on the Internet and social networks; Regulation No. 99-QD/TW, dated February 27, 2023, on the flag of the Communist Party of Vietnam and the use of the Party flag; Regulation No. 100-QD/TW, dated February 28, 2023, on responsibilities, powers and the work of appointing, dismissing, rewarding and disciplining leaders of publishing houses; Regulation No. 101-QD/TW, dated February 28, 2023, on responsibilities, powers and the work of appointing, dismissing, rewarding and disciplining leaders of press agencies.
Thoroughly grasping the purpose and significance of the Conference, Comrade Lai Xuan Mon, member of the Party Central Committee, Deputy Head of the Central Propaganda Department, said that the four new regulations are very important documents, affirming the deep concern and direct and comprehensive role of the Party in leadership and direction, having a direct impact on Party committees, Party organizations, cadres and Party members nationwide.
The contents of the regulations demonstrate many important innovations in content and method, smoothly combining theory and practice, inheritance and development. They need to be seriously grasped, systematically developed, truly put into practice, and systematically applied to the most levels of Party committees, authorities, and the entire political system.
Mr. Tran Thanh Lam, Deputy Head of the Central Propaganda Department, reported on the implementation of Regulations 100-QD/TW and 101-QD-TW.
Reporting at the conference, comrade Tran Thanh Lam, Deputy Head of the Central Propaganda Department, emphasized that the issuance of two regulations 100-QD/TW and 101-QD/TW continued to affirm and clarify the direct and unified leadership role of the Party in personnel work and management of staff of press agencies and publishing houses.
This is the main basis for amending and supplementing the 2016 Press Law, the 2012 Publishing Law and other relevant legal documents. Thereby contributing to building a team of leaders of press agencies and publishers with political will, professional capacity, expertise and moral qualities to "build a professional, humane and modern press and media" and "organize the publishing industry, develop towards streamlining, quality and modernization" in the spirit of the documents of the 13th National Party Congress.
Regulations No. 100-QD/TW and 101-QD/TW were issued by the Central Party Secretariat to replace the two previous regulations with many new and notable points on standards, conditions, processes, procedures for appointment as well as rewards and discipline for leaders of press agencies and publishing houses. The regulations are built in accordance with the development trend of modern press and publishing, resolving the limitations and inadequacies of the old decisions.

Thoroughly grasping Regulation No. 85-QD/TW on cadres and party members establishing and using personal electronic information pages on the Internet and social networks, comrade Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department, commented that this is a new regulation, issued with the goal of further enhancing the responsibility and obligations of each cadre and party member, promoting the pioneering and exemplary role in work and using personal electronic information pages on the Internet environment.

Regarding Regulation No. 99-QD/TW on the flag of the Communist Party of Vietnam and the use of the Party flag, Comrade Vu Thanh Mai, Deputy Head of the Central Propaganda Department, emphasized that this is a very important regulation. In recent times, the Party flag has been used to decorate celebrations of Party activities and events, to celebrate major holidays, important historical, political and social events of the Party and the country, to decorate the headquarters of agencies, in public places...
However, up to now, there are still no regulations or guidelines on the use of the Party flag, so the use of the Party flag and the image of the Party flag are not uniform in many localities and units, and there are even phenomena of inaccuracies, causing negative public opinion, being exploited by forces, inciting sabotage.
The promulgation of Regulation No. 99-QD/TW has contributed to creating unity in the use of Party flags and the image of the Communist Party of Vietnam flag, demonstrating the solemnity of the Party, thereby educating and fostering beliefs and revolutionary ethics among cadres, party members and people.
At this conference, delegates also gave their opinions on the project to celebrate the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025). This is a major event of the profession that has important significance for the press nationwide.
Building a project to look back, evaluate, summarize, to be proud but also to build strategies and plans together, so that revolutionary press can firmly enter a new stage of development; encourage and motivate the press nationwide to continue to promote its role and responsibility, making an important contribution to the cause of building and defending the Fatherland.
In his concluding remarks at the Conference, Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee and Head of the Central Propaganda Department, emphasized the need to have a more correct, complete and profound understanding of the significance and importance of organizing, developing and implementing these regulations in practice as an important component of propaganda work.

Towards the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025), comrade Nguyen Trong Nghia emphasized that this is a political and career event of great significance.
