The program to eliminate temporary and dilapidated houses for poor households in the Central Highlands provinces has received special attention from the Government, localities and armed forces. Particularly in Dak Lak and Dak Nong, two provinces with a high proportion of ethnic minority households, thousands of seriously degraded houses, not enough to protect against rain and sun, have been and are being rebuilt and repaired by the forces with the determination to leave no one behind.
According to the plan, by 2025, Dak Lak province aims to complete the construction of over 4,200 new houses for poor and near-poor households in the province. Dak Nong province also sets a target of 1,755 houses in the same period. To achieve the goal, resources will not only come from the State budget but also strongly mobilize from socialization and especially the military and police forces, who directly go to remote villages, bringing their hearts and strength to build each warm home.
Groundbreaking ceremony for building houses for poor and near-poor households under the Project to eliminate temporary and dilapidated houses in Dak Lak province
The newly completed spacious level 4 house nestled next to a coffee plantation in Kmien village (Ea Drong commune, Buon Ho town, Dak Lak province) is the first house to be implemented under the Project to eliminate temporary and dilapidated houses for poor and near-poor households in Dak Lak province by 2025. That house has now become a solid home for Mr. Y Than Ksơrm's family, a real home after more than 30 years of living in dilapidated conditions.
In the newly painted white room with the fragrant smell of lime and mortar, Ms. H'En Nie, Mr. Y Than's daughter, looked around, unable to hide her emotions. Each wall was solid, the corrugated iron roof was no longer worried about wind or rain. The table and chairs, the bed and the cupboard were all neatly arranged, and the kitchen corner had a clean place to cook. To her, everything was like a dream that her family probably never dared to think of.
“My father has been paralyzed for more than 8 years now. Our finances are tight. My whole family lives in a dilapidated house. It gets wet in the rain and the sun is unbearable. Since moving to our new house, I feel like my life has turned a new page. We are very grateful to the government and the police,” H’En shared, her eyes red with emotion.
Similarly, these days, the atmosphere in Cu Mil village (Ea Trul commune, Krong Bong district, Dak Lak province) seems warmer because of the joy spreading from the houses gradually taking shape. In a small corner of that difficult village, Ms. H'Thuong B'yă's family is still moved when standing in front of the new house that is about to be completed. This is truly a dream that seems too far away for a poor household that "sells its face to the ground, its back to the sky" all year round like Ms. H'Thuong B'yă's family.
The husband works as a hired hand, the wife works on the farm, and their unstable income forces the family of five to live in an old, patched-together wooden house. It is hot in the dry season, and leaks everywhere in the rainy season. For years, they have only wished for a roof to protect them from the sun and rain, a place that can truly be called a “home”.
In March 2025, a ray of hope shone when her family received 80 million VND in support from the program to eliminate temporary and dilapidated houses. On the groundbreaking day, the whole village seemed to share the joy. “Having a new house, my family feels like it has lifted the burden of many years. From now on, we have a solid place to shelter from the sun and rain, we can work with peace of mind, raise our children to study, and hope to soon escape poverty. We are very grateful to the local government and the police force for helping us have today,” Ms. H'Thuong B'yă said, choking with emotion.
Village chief Ma Von Y Blap Eban said that Cu Mil village currently has 168 households, of which 74 are poor. The support to build new houses makes people extremely excited. "With a solid house, people can feel secure when working far away, saving every penny to take care of their children and improve their lives," said Ma Von Y Blap Eban.
Mr. Do Trong Giap, Chairman of the People's Committee of Ea Trul Commune, said: The temporary house removal program in Ea Trul Commune is being implemented synchronously and systematically with 46 households receiving support to build new houses and 9 households receiving repairs. Each new house is supported with 80 million VND, each repaired house is 30 million VND, not a large amount but a turning point for many poor people.
“We closely coordinated with the provincial police force, organizations, and village self-management boards to thoroughly and transparently review and identify the right subjects. The land was handed over promptly, and the people highly agreed, so the implementation process was very smooth and effective,” said Mr. Do Trong Giap.
Groundbreaking ceremony to demolish temporary and dilapidated houses using funding from the Ministry of Public Security in Dak Nong province
The family of Mr. Nguyen Van Nang (residing in Hamlet 2, Nam Dong Commune, Cu Jut District, Dak Nong Province) also had hope when the government supported the demolition of temporary and dilapidated houses. His whole family used to live in a temporary house with a leaky roof and sloping walls, where four people huddled together every rainy season. For many years, Mr. Nang and his wife worked hard to earn money, saving every penny with the dream of having a solid roof for their children to grow up under, but poverty still haunted them, making that dream remain on paper.
And then happiness came when his family received support from the Ministry of Public Security with the amount of 60 million VND. Combined with the small amount of money that the family had saved over the years, a house of more than 50 square meters was started, the foundation for a new life was gradually taking shape.
On the days of construction, Mr. Nang sat quietly on the porch watching the young police officers carrying materials and dismantling the old roof. The rain and sun were unpredictable, but every morning, the “blue shirt” officers were still present, some shoveling sand, some mixing mortar, some carrying bricks, their laughter echoing throughout the area, adding vitality to the quiet land.
“My family is very touched. The old house was damaged, dilapidated and uninhabitable. Now that the government and the police have shown their care and support, I am very grateful. With a new house, I feel warm again,” Mr. Nang said emotionally, looking with teary eyes at the house that was gradually taking shape, brick by brick, layer by layer of mortar.

The new roofs not only help people avoid the sun and rain, but also raise hope for a better life. Children have a place to study, adults can work on the fields with peace of mind. Some villages have begun to form self-governing groups and production association groups after stabilizing their housing. Local authorities and armed forces continue to support seedlings and livestock to help households escape poverty sustainably.
Implementing Project 214 on eliminating temporary and dilapidated houses, the Standing Committee of the Provincial Party Committee and the People's Committee of Dak Lak province assigned the Provincial Police to preside over and coordinate with the Department of Construction, Department of Finance, localities and related units to direct the construction of 4,285 houses to give to poor and near-poor households in the province in 2025.
The total cost of house construction is 342.8 billion VND, of which the cost from the Central Government's support program to eliminate temporary and dilapidated houses is more than 257 billion VND and the Dak Lak provincial budget is 85.7 billion VND, the support level for building each new house in the province is 80 million VND.
Deputy Minister of Public Security Pham The Tung has awarded 30 billion VND to eliminate temporary and dilapidated houses in Dak Nong province.
Major General Le Vinh Quy said that from March 1, 2025, the district, town and city police nationwide will end their duties. Therefore, the implementation of this project is the direct responsibility of the commune, ward and town police. Therefore, the comrades who are the heads of the commune, ward and town police in the province need to focus on directing the implementation of the project, ensuring the quality of the project and the set progress.
“This is an important political order and task of the police in communes, wards and towns this year. With the spirit of "helping each other", the Party Committees and authorities of districts, towns and cities have directed relevant units to actively help households resolve difficulties and legal problems in cases where the land is not qualified to build houses. At the same time, call on and mobilize businesses, philanthropists and benefactors to support both spiritually and materially. In addition, mobilize cadres, party members, union members, civil servants, public employees, armed forces and workers to support working days, helping households and contractors to complete the project soon”, Major General Le Vinh Quy shared.
As of May 19, 2025, the entire Dak Lak province has eliminated 3,959 temporary and dilapidated houses (reaching 54.64% of the plan). Of these, 1,480 houses have been handed over and put into use.
Mr. Nguyen Dinh Trung, Member of the Party Central Committee, Secretary of the Dak Lak Provincial Party Committee, affirmed that this is a particularly important task, both of profound humanitarian significance and a sustainable development target. Departments, branches, authorities and police forces need to focus resources, implement drastically, ensure progress and quality of the project, so that people can truly settle down and have a job.
"With high political determination and the joint efforts of the entire political system and community, the program to eliminate temporary and dilapidated houses in Dak Lak does not stop at providing material support but also arouses the spirit of solidarity, mutual love and mutual assistance among the people. This is a story about solid roofs, a clear demonstration of the spirit of solidarity, responsibility and determination to leave no one behind in the journey of building new rural areas, sustainable development and ensuring social security" , the Secretary of the Dak Lak Provincial Party Committee emphasized.
Meanwhile, to complete the Program to eliminate temporary and dilapidated houses before June 30, 2025, the Ministry of Public Security and the Standing Committee of Dak Nong Provincial Party Committee launched 56 peak days to complete the Program to support the elimination of temporary and dilapidated houses in Dak Nong province.
Lieutenant General Pham The Tung, Deputy Minister of Public Security, acknowledged and highly appreciated the sense of responsibility and urgency of Dak Nong province in drastically implementing the program to eliminate temporary and dilapidated houses.

At the same time, he presented gifts from General Luong Tam Quang, Politburo member and Minister of Public Security, to families in difficult circumstances in Ting Wel Dom hamlet, Dak Nia commune, Gia Nghia city.
"For Dak Nong province, the Ministry of Public Security has accompanied and coordinated very urgently, calling on sponsors to contribute and support to join the province in implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025". Thereby, the Ministry of Public Security, in coordination with sponsors, respectfully donated 30 billion VND to build 500 new houses for the people of Dak Nong province, contributing to supporting the completion of the goal of supporting the elimination of temporary and dilapidated houses in the province by June 2025" , Deputy Minister Pham The Tung shared.
In order to create unity in thought and action, Secretary of Dak Nong Provincial Party Committee Ngo Thanh Danh, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Dak Nong Province, signed and issued Program No. 92-CTr/TU, dated January 15, 2025, on the implementation of eliminating temporary and dilapidated houses in Dak Nong Province. Accordingly, striving to complete 540 houses for subjects under the Program for Eliminating Temporary and Dilapidated Houses before September 2025 and by December 31, 2025, the province will complete the remaining 1,215 houses.
Dak Nong Provincial Party Secretary and Head of the Steering Committee Ngo Thanh Danh emphasized that immediately after the Prime Minister launched the Program to eliminate temporary and dilapidated houses, the Provincial Party Committee directed the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee to urgently develop a specific plan and roadmap. Dak Nong province identified this as the task of the entire political system and the entire population to join hands and contribute, with the goal of "leaving no one behind".
The elimination of temporary and dilapidated houses is a major policy that needs to be done with all our hearts. Leadership, direction and implementation need to be determined and drastic, ensuring that people, tasks, responsibilities and time are clear. All levels, sectors and localities need to continue to promote propaganda work so that the entire Party, the entire army and the entire people can participate with a strong and determined spirit. Localities should promote proactiveness and flexibility in mobilizing socialization, with the goal of having more households facing housing difficulties receive support.
Each household in the program is supported with 60 million VND to eliminate temporary and dilapidated houses.
The temporary housing elimination program is not only a correct policy, but also a bridge connecting the trust between the Party, the government, the armed forces and the people of the highlands. When the "green shirts" return to the village, not only will there be roofs but also dreams.
