Focus on removing obstacles

The Nui Thanh High School project has a total investment of 60 billion VND, implemented from 2022 to 2025. According to the report of the Provincial Construction Investment Project Management Board (investor), the subject block and school building items are under construction, expected to be completed by the end of September 2025.

Classroom A has completed leveling the ground, but the contractor is waiting for the completion of classroom B to simultaneously deploy pile driving, avoiding the cost of transporting machinery multiple times.

The People's Committee of Nui Thanh District is responsible for site clearance and leveling. Mr. Nguyen Chi Dan - Vice Chairman of the District People's Committee said that the total area that needs to be cleared for the project is 4.8 hectares. Affected households have agreed on the compensation plan.

Currently, the construction site has been leveled for 3.33 hectares, but has not yet reached the approved design elevation. Therefore, the locality has handed over the ground for the subject blocks, the principal office and classroom A in advance. The remaining area of ​​about 1.47 hectares, including classroom B and part of the garden area, and auxiliary items have not yet been leveled.

“Due to the scarcity of local sand, the locality has to buy it from Quang Ngai for leveling. The district is working day and night, striving to complete leveling the ground for Class B in May and the rest in June 2025,” said Mr. Dan.

A representative of Duy Dung Company (the contractor) said that they had taken over part of the site since the end of 2024. However, due to unfavorable weather and the lack of investment in the road leading to the project, the transportation of machinery and materials has been difficult. The contractor pledged to speed up the progress when the site is fully handed over.

Similarly, the Luong Thuc Ky High School project (Dai Loc) also has a total investment of 60 billion VND, implemented in the period of 2022 - 2025. The disbursement rate of the project has reached 59%. The contractor committed to completing the entire project in September 2025, 2 months earlier than the contract.

According to Mr. Dang Van Ky - Acting Chairman of Dai Loc District People's Committee, due to the fire prevention and fighting project, the project needs to be expanded by ^400m2 . However, this area is entangled with the house and land of Ms. Do Thi Hon, so site clearance procedures must be carried out.

The district has proposed that the Provincial People's Committee supplement the land use plan. After this plan is approved, the locality will have the basis to implement the next steps such as land acquisition, site clearance, resettlement arrangements, etc. These steps take a lot of time, and there is a risk that the site clearance will not be completed in time in June 2025 as required.

However, according to the representative of the Department of Agriculture and Environment, comparing current regulations, the project does not need to supplement the land use plan but can be implemented according to the normal site clearance and resettlement process. Therefore, the investor and the People's Committee of Dai Loc district need to coordinate more closely to remove obstacles and speed up progress.

Speed ​​up project progress

The Provincial Construction Investment Project Management Board is implementing 13 educational projects, with a total investment of more than 507.3 billion VND. Of these, only a few projects have guaranteed progress, such as Que Son High School, which has basically completed the entire project and is collecting acceptance documents, with a disbursement rate of nearly 50%. The projects to renovate and upgrade Tieu La High School (Thang Binh District) have disbursed more than 43%, and Le Hong Phong High School (Duy Xuyen District) has disbursed more than 40%.

On the contrary, many projects have very low capital disbursement rates in 2025, such as Luong Thuc Ky High School with 4.9%, Nui Thanh High School with 3.9%, and the Provincial Political School with only 1.6%. Worryingly, two projects have not yet disbursed capital in 2025, including Tran Dai Nghia High School in Que Son District (capital plan of 15 billion VND) and the Provincial Boarding High School for Ethnic Minorities (capital plan of 19 billion VND).

Inspecting the construction of key education projects last week, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested the Provincial Construction Investment Project Management Board to direct the supervision department to regularly be present at the construction site and closely monitor the progress of each item. The unit needs to create a weekly progress log and review items that are behind schedule compared to the contract to promptly urge the contractor to make up for the delay.

Besides, it is necessary to strictly control the quality of the project, ensure labor safety; absolutely do not allow violations during the construction process such as careless work, incorrect design or use of poor quality materials and supplies of unknown origin, affecting the durability and value of the project.

The contractor must make the most of favorable weather conditions to speed up the construction progress of the items that have been handed over the site without hesitation or waiting. At the same time, it is necessary to work overtime reasonably, add machinery, human resources and organize the construction scientifically to shorten the time but still ensure quality.

Regarding the completion deadline, Mr. Tuan requested that the To Huu High School project (Nam Giang) must be completed in May 2025; Tran Dai Nghia High School must be accepted and handed over before June 30, 2025; and Vo Chi Cong High School (Tay Giang) must be completed before September 2025.

The projects of Nguyen Thai Binh High School (Thang Binh), Tieu La High School and Le Hong Phong High School must be completed in the fourth quarter of 2025. In particular, the two projects of Luong Thuc Ky High School and Nui Thanh High School need to quickly resolve site clearance difficulties and strive to complete in September 2025.
