Quang Nam sets up a working group to implement the transition of public investment management when restructuring the apparatus.

The working group is led by Mr. Tran Nam Hung - Vice Chairman of the Provincial People's Committee; Mr. Nguyen Nhu Cong - Director of the Department of Finance is Deputy Head. The working group also has the participation of representatives of leaders of departments, branches, sectors and localities.

The working group is responsible for researching and proposing to the Provincial People's Committee to coordinate the work of making a master plan for the locality and organizing the handover, reception, and management of programs, tasks, projects, and public investment plans during the merger and separation period.

Propose measures to resolve difficulties and problems within the authority of the Provincial People's Committee; report to the Government Steering Committee on the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model (through the Ministry of Finance) to guide and promptly resolve difficulties and problems beyond its authority.

The working group assists the Provincial People's Committee in directing and urging relevant departments, branches, and localities in the province to organize the implementation of the guidance of the Ministry of Finance in Official Dispatch No. 4738 dated April 14, 2025 on guidance on the transition of management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the organization of the 2-level local government apparatus.

The members of the working group, according to their assigned functions and tasks, direct and assign specific tasks to the departments, offices, and professional units under their agencies and units to organize the implementation of the guidance contents, ensuring savings, avoiding loss and waste, suitable for the purpose of use, suitable for the orientation of administrative unit arrangement, especially projects invested in inter-commune areas under the management of the district level. Ensure the management of programs, tasks, and public investment projects implemented synchronously in the province.

At the same time, report the implementation results to the standing agency of the working group (Department of Finance) to synthesize and report to the Provincial People's Committee to ensure compliance with legal regulations and completion on time as required.
