According to the decision, the scope, scale of investment, design solutions and related contents of the Bao Loc - Lien Khuong Expressway Construction Investment Project under the public-private partnership (PPP) method, phase 1, according to the Project Approval Decision No. 669/QD-UBND dated March 31, 2025 of the Chairman of Lam Dong Provincial People's Committee.
The bidding documents include 3 parts: Investor selection procedure; project implementation requirements and Draft contract and contract form.
Regarding implementation, the Provincial People's Committee requests the Provincial Traffic Project Management Board to perform the functions and tasks of the bidding party; organize the selection of investors in compliance with the provisions of the law on bidding and other relevant regulations to ensure competition, fairness, transparency and efficiency, and select investors with sufficient legal status, capacity and experience to meet the requirements of the bidding documents to implement the Project.
The Director of the Department of Finance is fully responsible before the law and the Provincial People's Committee for the content of appraisal and approval.
Previously, on March 31, 2025, the Chairman of Lam Dong province approved the Bao Loc - Lien Khuong Expressway construction investment project, 73.6 km long, 4-lane scale, with a total investment of more than 17,710 billion VND.
The project starts at Loc Phat ward (Bao Loc city), connecting with Tan Phu - Bao Loc expressway; the end point intersects with Lien Khuong - Prenn expressway in Hiep Thanh commune, Duc Trong district.
Phase 1 of the project has a scale of 4 limited lanes, a 17 m wide roadbed, an operating speed of 80 km/h, and an emergency stop every 4 - 5 km. Phase 2 of the project has a scale of 4 complete lanes, a design speed of 100 km/h, a 24.7 m wide roadbed, and two emergency stop lanes.
At intersections and emergency stops, the roadbed is widened to meet the design scale of the completed phase, 24.7 m wide.
The expressway runs parallel to the left of the current National Highway 20, passing through Bao Loc City and the districts of Bao Lam, Di Linh, and Duc Trong. At Lien Khuong Airport, the route curves north and connects to the Lien Khuong - Prenn Pass expressway. The project's rest stops are located on both sides of the route in Loc An Commune, Bao Lam District, with an area of about 5 hectares each.
The total investment in phase 1 is over 17,710 billion VND, in the form of PPP, of which the state budget capital is 7,760 billion VND (accounting for 43% of the total investment); capital mobilized by investors is about 9,950 billion VND. The project has a toll collection and capital recovery period of 19 years and 10 months.
The Bao Loc - Lien Khuong Expressway Project is a component project of the expressway from Dau Giay to Lien Khuong according to the planning approved by the Government with a length of 200.3 km. The starting point is at Km 0 on National Highway 1A, coinciding with Km 54+794.07 of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Project (Thong Nhat District, Dong Nai Province) and the end point of the project is at Km 199+717.53, coinciding with Km 208+250 on the Lien Khuong - Prenn Expressway (Lam Dong Province).
The Dau Giay - Lien Khuong Expressway section through Lam Dong province is about 140 km long, passing through the districts and cities of Da Huoai, Bao Loc, Bao Lam, Di Linh and Duc Trong. Of which, the Tan Phu - Bao Loc Expressway Construction Project has a total length of about 66 km (the section passing through Dong Nai province is about 11 km and Lam Dong is about 55 km) and the Bao Loc - Lien Khuong Expressway Project is 73.6 km long.
When completed, the above expressway will contribute to improving the capacity of freight transport, reducing congestion and accidents on the overloaded National Highway 20, creating a socio-economic breakthrough, promoting tourism development in Lam Dong province as well as other provinces in the Central Highlands region.
