Ministry of Construction guides public housing for civil servants when implementing the 2-level government model

(DN) - On May 7, the Ministry of Construction issued Document No. 3089/BXD-QLN guiding the People's Committees of provinces and centrally-run cities to implement policies on public housing after administrative unit rearrangement.

Subjects and conditions of enjoyment

According to the Ministry's guidance, the subjects eligible to rent public housing are cadres and civil servants of agencies of the Party, the State, and socio -political organizations who are mobilized, transferred, or seconded from central agencies to work in localities or from one locality to another, holding positions from Deputy Director of Department and equivalent or higher. Cadres, civil servants, and public employees of agencies of the Party, the State, and socio-political organizations who are mobilized, transferred, or seconded to work in communes in remote areas, areas with particularly difficult socio-economic conditions, border areas, and islands.

The conditions for renting official housing are that one does not own a house and has not purchased, leased or rented social housing in the locality where one works, or has owned a house in the locality where one works but the average housing area per capita is lower than the minimum housing area.

In addition, the Ministry of Construction also requested localities to review their provincial housing development plans. In cases where the public housing quota has not been allocated or the public housing quota for subjects eligible to rent public housing in the locality is not suitable to the locality's needs, research and adjustment should be made to ensure that it is suitable to the locality's public housing needs and medium-term public investment plan for the period 2026-2030.

Build official residences or buy commercial housing as official residences

According to the guidance of the Ministry of Construction, localities can invest in building public housing or buy commercial housing as public housing.

For investment in the construction of public housing, the People's Council at the provincial level shall decide on the investment policy or assign the People's Committee at the same level to decide on the investment policy of the project to invest in the construction of public housing to arrange for people who come to work in the locality to rent. The Chairman of the People's Committee at the provincial level shall decide on the investment and decide on the investor of the project to invest in the construction of public housing.

For projects to purchase commercial housing for official housing, the Provincial People's Council shall decide on the investment policy or assign the People's Committee at the same level to decide on the investment policy for projects to purchase commercial housing to arrange for rent to subjects in this case. The provincial housing management agency (Department of Construction) shall report to the Chairman of the Provincial People's Committee for investment decision.

The Ministry of Construction recommends that localities, based on the guidance and their local public housing needs, have plans to invest in new construction, purchase commercial housing or convert the functions of other housing projects to public housing to ensure that officials have a stable life and peace of mind at work.

According to information from the Provincial People's Committee, after the province's merger, about 1,600 civil servants from Binh Phuoc came to Dong Nai to work.

To ensure accommodation for this force and employees of other agencies and public service units, the Provincial People's Committee has directed the review and proposed the construction of about 7 new public housing areas. The functions of redundant headquarters after the merger, headquarters no longer in use, dormitories, and vacant social housing areas will be converted to be renovated and upgraded into public housing.

In addition, the Provincial People's Committee has worked directly with investors of commercial housing and social housing projects in Bien Hoa city, requesting them to speed up construction and completion progress to meet the housing needs of people and civil servants in general.
