Quang Nam and Da Nang come together to develop stronger

On April 25, the National Assembly Delegation of Da Nang City held a meeting with voters of Hai Chau, Thanh Khe and Lien Chieu districts (Da Nang City) to report to voters on the content and agenda of the 9th Session of the 15th National Assembly and to receive voters' opinions and recommendations sent to the National Assembly.

Attending were: Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang City Nguyen Van Quang; Vice Chairman of the Social Committee Nguyen Thi Kim Thuy; Deputy Head of the City National Assembly Delegation Nguyen Duy Minh; Vice Chairman of the City People's Committee Tran Chi Cuong; Deputy Director of the Department of Internal Political Security ( Ministry of Public Security ), Major General Tran Dinh Chung.

At the meeting, on behalf of the National Assembly Delegation of Da Nang City, Deputy Head of the National Assembly Delegation of the City Nguyen Duy Minh informed voters about the expected program of the 9th Session of the 15th National Assembly. Accordingly, the National Assembly will consider and decide on amending and supplementing a number of articles of the 2013 Constitution; consider and pass 30 laws and 7 resolutions; give opinions on 6 draft laws and consider and decide on many other important issues, such as the work of arranging and organizing the apparatus, socio -economic development, and national development; especially the Project on arranging administrative units and organizing 2-level local governments.

Many driving forces help Da Nang develop

After listening, receiving and recording the opinions and recommendations of voters, Secretary of the Da Nang City Party Committee Nguyen Van Quang said that in the upcoming Ninth Session, the National Assembly will discuss and consider passing the Resolution on building an international financial center in Da Nang and Ho Chi Minh City.

Previously, the Politburo concluded that a regional-scale financial center would be built in Da Nang; however, during the process of construction and research to submit to competent authorities, Da Nang City, ministries, branches and the Government found that it was necessary to build an international financial center in Vietnam but located in two locations in Da Nang and Ho Chi Minh City.

In which, the functions of each center are clearly defined to promote the potentials, advantages, especially the interest of investors. Currently, the city is also urgently submitting to the Prime Minister to soon issue a decision to establish a free trade zone.

Secretary of the Da Nang Party Committee Nguyen Van Quang emphasized that when forming the Free Trade Zone and the Financial Center in Da Nang, these are two new economic forms that will interact and support each other in development. Up to this point, only in Vietnam, only Da Nang city has these two ecosystems, plus mechanisms and policies on science and technology development, development and emerging industries such as semiconductors and artificial intelligence will help Da Nang develop.

The Secretary of the City Party Committee also informed that at this session, the National Assembly will amend the Constitution and amend the Law on Local Government and a number of other laws to conform to the two-level government model, without organizing district-level governments; in which, the authority, functions and tasks of the ward level will be much higher. Currently, the city is researching and proposing to the Central Government to have a number of support mechanisms for part-time workers who quit their jobs. Particularly, Da Nang city and Quang Nam province have also had a policy to assign the People's Councils of the two localities of Da Nang and Quang Nam to research synchronous policy mechanisms to provide additional support.

Merge to become stronger

Regarding the arrangement of communes and wards, Secretary of the City Party Committee Nguyen Van Quang informed that after many adjustments, Da Nang now has 12 wards, 3 communes and 1 special zone, a reduction of 66%. The city's leaders always listen to and accept people's opinions to adjust the names of new communes and wards to match the local historical and cultural traditions.

Regarding the merger of Da Nang and Quang Nam, the Secretary of the City Party Committee expressed his joy and excitement when this policy was actively supported and accompanied by the people. Up to now, the Steering Committees of the two localities have held 3 meetings and basically agreed with the merger orientation plan, striving to complete the report to the Central Government before April 30. In addition, the city is also studying policies to arrange accommodation and work for Quang Nam officials to work.

The Secretary of the Da Nang City Party Committee affirmed: Da Nang and Quang Nam were once one family, after 27 years of temporary separation to grow up, now they must come together to develop stronger. Da Nang is currently enjoying many special and outstanding policies, when Quang Nam merges with Da Nang, Quang Nam will of course also enjoy those policies. When merging the two localities, it will promote the revolutionary tradition of the homeland, especially the tradition of solidarity.

According to the Secretary of the Da Nang City Party Committee, the spirit is to make the new apparatus operate effectively, efficiently and without interruption; the city can only grow if it promotes the historical and cultural traditions of the people of Quang Nam in general. The two localities have also discussed and reached a high level of consensus, maintaining the tradition of solidarity.
