Quang Tri evaluates the overall situation of attracting investment to economic zones

On July 18, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien chaired a meeting with the Provincial Economic Zone Management Board (EZMB) to assess the progress of projects in industrial parks (IPs) and economic zones; and discuss solutions to remove difficulties and speed up the progress of boundary adjustment and general planning for the construction of the Southeast Quang Tri Economic Zone.

According to the report of the Quang Tri Economic Zone Management Board, in recent times, Quang Tri province has focused on planning and investing in developing the system of economic zones and industrial parks to attract investment resources and promote sustainable development.

Mr. Nguyen Quoc Khanh, Deputy Head of Quang Tri Economic Zone Management Board, spoke at the meeting.

Currently, the province has two important border gate economic zones: Cha Lo Border Gate Economic Zone (53,923 ha), established in 2002, with a general plan approved in 2014; and Lao Bao Special Trade Economic Zone (15,804 ha), with a plan adjusted in 2011.

In addition, Quang Tri has 2 coastal economic zones including Hon La Economic Zone (area of 10,467 ha, including 1,100 ha of coastal sea surface), established in 2009, with the first adjusted planning in 2024; Southeast Quang Tri Economic Zone (area of 23,792 ha), established in 2015, planning approved in 2016.

There are 15 industrial parks in the province with a total area of over 3,500 hectares. Of these, 6 industrial parks are investing in infrastructure from the budget, 7 industrial parks are implemented by infrastructure investors, and 4 industrial parks are basically 100% occupied.

At the meeting, representatives of relevant departments and branches focused on discussing and proposing solutions to remove obstacles in zoning and detailed planning, reviewing and adjusting planning projects; speeding up the progress of key and dynamic projects.

Ms. Le Thi Thuong, Deputy Director of Quang Tri Department of Finance, expressed her opinion at the meeting.

In particular, many opinions recommended that the Provincial People's Committee continue to resolutely direct the work of compensation and site clearance for major projects such as: My Thuy Port Area, Quang Tri Industrial Park, Hai Lang LNG Project Phase 1, Trieu Phu Multi-Industry Industrial Park; at the same time, request relevant departments and branches to speed up the appraisal and approval of land lease procedures, change of forest land use purpose, construction permits, electricity supply, and ensure fire prevention and fighting.

The representative of the Economic Zone Management Board also recommended that the province soon work with central ministries and branches to remove difficulties in planning, granting mineral exploitation licenses, waste dumping locations, supplementing electricity planning, supporting the completion of planning adjustment dossiers, establishing new resettlement areas, creating favorable conditions to attract investment, and developing sustainable socio-economy.

Speaking at the meeting, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien requested the Economic Zone Management Board, departments and branches to continue reviewing and selecting key projects with high spillover effects, completing synchronous and modern infrastructure. Along with that, the adjustment of the planning of the Southeast Quang Tri Economic Zone must ensure comprehensiveness, linked to the long-term development orientation of the province.

Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien emphasized that it is necessary to focus on thoroughly handling slow-progressing projects and resolutely reclaim unused land areas to improve investment efficiency.

Vice Chairman Le Duc Tien directed that departments and branches prioritize resources to implement projects on site clearance, resettlement areas, and connecting infrastructure, adding them to the medium-term plan to expand development space, create a strong driving force to attract investment, and contribute to the successful implementation of the province's socio-economic development goals.
