Prime Minister Pham Minh Chinh surveys infrastructure projects in Quang Tri province

During his working program in Quang Tri province, on the afternoon of July 26, Prime Minister Pham Minh Chinh inspected and directed the promotion of the implementation of infrastructure projects in Quang Tri province, including: Van Ninh - Cam Lo Expressway Project; Quang Tri Airport Construction Project; and My Thuy Port Construction Investment Project.

* The North-South expressway project, Van Ninh - Cam Lo section in Quang Tri province, is 65.5km long, starting at the intersection with the Bung - Van Ninh expressway project and ending at the intersection with the Cam Lo - La Son expressway. The project has a total investment of nearly 10 trillion VND; construction started on January 1, 2023, and is scheduled to be completed in October 2025.

Up to now, the project output has reached more than 97% of the contract value; contractors strive to exploit the main route and complete the project in July to open to traffic on August 19. However, the site clearance and implementation of sub-projects such as service roads, U-turn points, rest stops, traffic control stations, etc. have not yet been completed.

Inspecting the project at the intersection of Van Ninh - Cam Lo expressway with provincial road 575 in Con Tien commune, Quang Tri province, Prime Minister Pham Minh Chinh directed Quang Tri province to urgently clear the land related to the residential road, the U-turn point; toll station...

Contractors focus on maximizing human resources to complete the remaining items; complete the traffic safety system, speed up the construction and installation progress of the sign system; ensure quality, labor safety, environmental sanitation; fully arrange signs, warning lights, reflective panels, etc.

The Prime Minister emphasized that the contractors mobilized more local contractors and organized construction in “3 shifts, 4 shifts”, “working during the day is not enough, working at night, working on holidays”, speeding up the progress, ensuring the entire route is opened to traffic on August 19, 2025. Thereby, connecting this expressway section with the North-South expressway, creating momentum to promote trade, socio-economic development, tourism and investment attraction of the new Quang Tri province and localities in the region.

Along with the completion of this project, Quang Tri province and related agencies and units will prepare and focus on site clearance for the construction of the North-South high-speed railway and coastal routes; organize the exploitation of new development spaces created by traffic routes, develop industrial parks, urban areas, and tourist areas according to planning, create jobs and livelihoods for people, help people not only escape poverty but also become rich; as well as contribute to the rapid and sustainable development of Quang Tri.

* Quang Tri Airport is one of the airports identified in the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050.

The project is oriented to be a level 4C civil airport and level II military airport, with a total land use area of 316.57 hectares. Quang Tri Airport has a total investment of 5,821 billion VND, starting construction in July 2024. Currently, the project enterprise is urgently implementing construction items according to the committed schedule, with the goal of putting the port into operation from July 2026.

Inspecting the project site, Prime Minister Pham Minh Chinh pointed out that Quang Tri Airport is located in the area between two rivers, Ben Hai and Thach Han; there are expressways and high-speed railways passing through, near the seaport... Meanwhile, the large land area here is being exploited and used mainly for afforestation and agricultural development, bringing low value.

With a long-term vision, thinking deeply and doing big, the Prime Minister directed the research and development of this area including: aviation industry, airport urban area, high-tech industry and services. Along with that, developing the infrastructure system to serve the future development of the whole region and connecting with Laos and Thailand.

Regarding Quang Tri airport, the Prime Minister requested research and development to reach level 4F; in the immediate future, accelerate the progress of phase 1 of the project; and definitely complete the construction of Quang Tri airport by July 2026.

* On the same afternoon, the Prime Minister inspected the implementation of the investment project to build My Thuy Port Area, My Thuy Commune, Quang Tri Province - Phase 1, Quang Tri Province. My Thuy Port is planned to have a total area of 685 hectares, building 10 wharves, capacity to receive ships of up to 100,000 DWT; exploitation capacity of 30 million tons/year.

The project has a total investment of 15,000 billion VND, divided into 3 investment phases. In which, phase 1 invests in 4 ports, with an operating capacity of 12 million tons/year; total investment of 5,902 billion VND, construction period from 2023 - 2027.

Currently, the site clearance work has been completed; the construction volume of ports No. 1 and No. 2 has reached 62%; items such as dykes, breakwaters, and sand barriers are ensuring progress with the volume reaching about 43%; the dredging work of turning basin, channel, water area in front of the wharf, and under the wharf has reached 12.5%...

Visiting and presenting gifts to the forces building My Thuy Port Area, Prime Minister Pham Minh Chinh assessed that My Thuy Port has a strategic location, complementing seaports in the region, especially very convenient connection with other types of transportation in the region, playing an important role in connecting Vietnam's economy with the economies of ASEAN countries.

The Prime Minister requested investors and contractors to work in "3 shifts, 4 shifts", ensuring progress, quality, techniques, aesthetics, labor safety; preventing natural disasters, ensuring environmental sanitation; building a modern My Thuy port, in the direction of greening, digital transformation, smart governance; and at the same time, studying the planning and development of a free trade zone and specialized port in My Thuy.

The construction of the port will contribute to reducing logistics costs, enhancing the competitiveness of products, businesses and the economy. The Prime Minister requested research and investment in connecting routes between My Thuy port and traffic routes and developed areas; connecting with the border route, Lao Bao border gate to serve and exploit goods sources from Laos and Northeast Thailand.../.
