Quang Tri: Strengthening advocacy, considering forced land acquisition for Hung Vuong Street extension project

Acting Chairman of Quang Tri Provincial People's Committee Hoang Nam and Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien have just inspected the progress of two key traffic projects of the province: Hung Vuong Road connecting the East-West economic corridor and the Coastal Road connecting the East-West economic corridor.

The Hung Vuong Road project connecting the East-West Economic Corridor and the Southeast Quang Tri Economic Zone is part of the Basic Infrastructure Project for Comprehensive Development of Quang Tri Province (BIIG2 - Quang Tri Department of Finance as the investor). The project has a total adjusted investment of 130,313 billion VND, a total route length of 4,193 km, a land acquisition area of ​​135,338 m2, with 220 affected cases. Up to now, 213 households have received compensation and handed over the land within the project area, reaching about 4 km. Currently, there are 7 cases on the route that have not received compensation.

Regarding the issuance and exchange of land use right certificates, the locality has completed the issuance and exchange of 210 certificates, the remaining 11 cases have received money but cannot be issued and exchanged due to the difference between the area issued for the certificate and the actual area of ​​use. Currently, the People's Committee of Trieu Phong district is coordinating with the district branch of the Land Registration Office to inspect and measure the field to complete the dossier.

For the Coastal Road Project connecting the East-West Economic Corridor of Quang Tri Province - Phase 1 (total investment of VND 2,060 billion - Quang Tri Province Investment and Construction Project Management Board is the investor), the section passing through Trieu Phong district has a total length of 9.5 km, passing through 6 communes: Trieu Do, Trieu Thuan, Trieu Dai, Trieu Phuoc, Trieu Trach and Trieu Tan. The total land area to be recovered is 61 hectares, with 468 affected cases.

Up to now, the People's Committee of Trieu Phong district has issued a decision to reclaim 53.8 hectares of land, approved the compensation and support plan with a total cost of 85 billion VND; approved the design and estimate of 4 resettlement areas with a total investment of 37.6 billion VND. On the route, 414 households have received compensation and handed over about 7 km of land. The remaining part of about 2.5 km is currently being directed by the People's Committee of Trieu Phong district to clear the land to ensure the construction progress of the entire route.

After conducting field inspections, listening to progress reports from units and directly talking to households affected by the projects, Acting Chairman of the Quang Tri Provincial People's Committee Hoang Nam requested Trieu Phong district to continue focusing on resolving existing problems, especially in site clearance, granting land use right certificates and relocating technical infrastructure.

Speed ​​up the completion of resettlement areas before June 15 to ensure stable lives for affected households. During construction, allow businesses to use some local roads to serve the construction process.

For contractors working on projects, the acting Chairman of Quang Tri Provincial People's Committee, Hoang Nam, requested that they must concentrate maximum resources and "work overtime" to ensure construction progress according to the committed contract. Any contractor who fails to ensure progress must be responsible for the Provincial Construction Investment Project Management Board to resolve and handle the matter according to the contract.

Mr. Hoang Nam also requested the investors of the two projects to support the district with the maximum necessary resources to ensure the progress and quality of the projects; regularly update and report the progress to the Provincial People's Committee. Relevant departments and branches need to coordinate closely and promptly support the locality to remove difficulties, speed up the progress of the items, and ensure the completion of the project on schedule and with quality.

At the Hung Vuong Road Project connecting the East-West Economic Corridor, for cases that have not agreed to the site clearance plans, the acting Chairman of the Quang Tri Provincial People's Committee requested the locality to strengthen propaganda and mobilize households to agree to receive money and hand over the site. If any household does not agree, the unit will complete the documents, advise all levels to carry out construction protection and enforcement according to regulations to hand over the site to the construction unit to ensure the plan and progress set out.
