The People's Committee of Quang Tri province has issued Decision No. 1818/QD-UBND, approving the Investment Project to build National Highway 15D, from My Thuy Port to Cam Lo - La Son Expressway. The project is invested by the Department of Construction of Quang Tri, belongs to Group B project, level II traffic works, implementation location in My Thuy, Vinh Dinh, Dien Sanh communes.
Mr. Truong Chi Trung, Director of the Quang Tri Department of Construction, said that the Project has been assigned by the Government to supplement the development investment cost estimate and the public investment plan of the central budget in 2025 from the increased central budget revenue in 2024. The local budget counterpart capital is 340 billion VND, from the medium-term public investment source of the provincial budget for the period 2026-2030, to serve the work of site clearance and resettlement. The project implementation progress is from 2025-2027.
On October 13, the People's Committee of Quang Tri province assigned a capital plan for the project, with an amount of 1,600 billion VND.
“The project is in the process of preparing and completing the construction drawing documents. After the construction drawings are approved, the bidding procedures to select the contractor and prepare for construction will be carried out,” Mr. Trung informed.
The objective of the Project is to gradually complete National Highway 15D, connecting National Highway 15B of Laos, the road systems of Thailand and Myanmar, forming an East-West economic corridor connecting the East Sea, Vietnam (at My Thuy port) with Southeast Asian countries (through La Lay border gate); promoting socio-economic development, developing the marine economy, strengthening national defense, security, search and rescue, meeting the increasing traffic demand.
Upon completion, the route will connect with key traffic axes, including the Eastern North-South Expressway, National Highway 1, the North-South Railway and the coastal road; forming an inter-provincial traffic system, creating regional links to serve socio-economic development. In particular, the development of connecting traffic routes will create land funds to form urban areas, coastal tourism and service areas; forming new resources for Quang Tri province to develop its marine economy in accordance with the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045. The project will also contribute to completing traffic infrastructure to attract investment and develop industrial parks and the Southeast Quang Tri Economic Zone.
Speaking to reporters from Dau Tu Newspaper, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien said that this project primarily serves My Thuy Port, the first point on the East-West My Thuy - La Lay economic corridor of Quang Tri province, of which National Highway 15D is the main axis, connecting with Salavan province of Laos and Ubon Ratchathani province of Thailand and vice versa.
“The project is expected to be a lever to exploit Quang Tri’s unique advantages, creating a breakthrough for future development. Currently, the procedures have been basically completed. The province strives to start implementing the project by the end of this year or early 2026,” said Mr. Tien.
According to preliminary design survey data, the project has a land use area of about 73.5 hectares; including 14.9 hectares of rice land, 50 hectares of production forest and 8.6 hectares of other land. There are 65 households affected, of which 33 households are in Vinh Dinh commune and 32 households are in Dien Sanh commune.
The People's Committee of Quang Tri province assigned the land clearance work to the communes of My Thuy, Vinh Dinh, and Dien Sanh - where the project passes through - to organize and implement. At the same time, the Department of Construction is responsible for marking the land acquisition area, coordinating and guiding people to declare their assets, and not allowing unplanned areas to arise.
Recently, after a field inspection at points along the project route, Mr. Le Duc Tien emphasized that with a large amount of work and a short implementation time, relevant departments, branches and localities need to be proactive in carrying out assigned tasks as soon as possible.
Regarding the work of supporting and compensating for site clearance, the province prioritizes the use of existing resettlement areas to ensure support for people to soon stabilize their lives when implementing the project.
