National Assembly votes to pass the Law on Teachers
Before voting, the National Assembly listened to Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh briefly present the Report on explanation, acceptance and revision of the draft Law on Teachers.
After being absorbed and revised, the draft Law consists of 9 chapters and 42 articles, 4 articles less than the draft Law submitted to the National Assembly at the beginning of the 9th Session and 8 articles less than the draft Law submitted at the 8th Session.
One of the prominent policies of the Law on Teachers is the regulation on salaries and allowances for teachers. Accordingly, Article 23 of the law stipulates that salaries and allowances for teachers in publiceducational institutions are regulated as follows: Teachers' salaries are ranked highest in the administrative and career salary scale system; Preferential allowances for jobs and other allowances depending on the nature of the job, according to the region as prescribed by law.
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio -economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specific fields and occupations are entitled to higher salaries and allowances than teachers working in normal conditions.
The salaries of teachers in non-public educational institutions are implemented according to the provisions of the law on labor. Teachers working in industries and professions with special regimes are entitled to special regimes according to the provisions of the law and are only entitled to the highest level if that policy coincides with the policy for teachers. The Law on Teachers assigns the Government to specify this Article in detail.
Regarding the content of extra teaching and learning, the Law on Teachers does not prohibit extra teaching and learning, it only stipulates that teachers are not allowed to force students to participate in extra learning in any form in order to limit and overcome the widespread situation of extra teaching and learning and profiteering from extra teaching and learning activities.
The Law on Teachers also has provisions to resolve the mechanism for transferring teachers between regions, areas, and zones. Specifically, the Law on Teachers assigns the Government to specify in detail the authority, order, and procedures for mobilizing and transferring teachers to ensure uniformity and synchronization among localities, while also resolving different cases arising in practice.
