Amending the Constitution and deciding to merge provinces are two important contents at the 9th session of the 15th National Assembly mentioned in Official Dispatch No. 1244 of the National Assembly Standing Committee on convening the session issued on April 4.
Accordingly, the 9th session will open from May 5, divided into 2 phases. Phase 1 from May 5 to May 28; Phase 2 from June 11 to the morning of June 28.

Amending 13 laws to serve provincial mergers, eliminating district level
In the document convening the session, the National Assembly Standing Committee planned the session's agenda to seek opinions from National Assembly delegations and National Assembly deputies and proposed that the National Assembly allow adjustments to some of the session's contents.
Specifically, the National Assembly Standing Committee proposed that the National Assembly allow the addition of a number of articles of the 2013 Constitution to be submitted to the National Assembly for consideration and decision.
Second, submit to the National Assembly for consideration and approval 13 draft laws to continue serving the work of reorganizing the apparatus of the political system, including: Law on Organization of Local Government (amended); Law on Amendments and Supplements to a number of articles of the Law on Promulgation of Legal Documents; Law on Cadres and Civil Servants (amended); Law on Inspection (amended); Law on Amendments and Supplements to a number of articles of the Law on Planning; Law on Election of National Assembly Deputies and People's Council Deputies (amended); Law on Amendments and Supplements to a number of articles of the Law on Organization of People's Courts; Law on Amendments and Supplements to a number of articles of the Law on Organization of People's Procuracies.
In addition, there are laws amending and supplementing a number of articles of the Law on Handling of Administrative Violations; laws amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions and the Law on Youth; laws amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedure, the Law on Mediation and Dialogue in Court, the Law on Juvenile Justice and the Law on Bankruptcy; laws on Organization of Criminal Investigation Agencies (amended); laws amending and supplementing a number of articles of the Criminal Procedure Code.
Another important content is that the National Assembly Standing Committee proposed to supplement and submit to the National Assembly for consideration and decision the merger of provincial-level administrative units; establish the National Election Council and elect the Chairman of the National Election Council; approve the proposal of the Chairman of the National Election Council on the list of Vice Chairmen of the National Election Council and members of the National Election Council.
Along with that is the adjustment of the National Land Use Planning for the period 2021 - 2030, with a vision to 2050; investment policy for the Quy Nhon - Pleiku expressway construction investment project; policy of supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget; arranging sources for payment of debts under the Government's responsibility at the Shipbuilding Industry Corporation (SBIC) and some contents on finance and state budget.
Dozens of additional laws and resolutions passed at the session
The National Assembly Standing Committee also proposed that the National Assembly add 11 other important projects and drafts to the National Assembly for consideration and approval, including: the State Budget Law (amended); the Atomic Energy Law (amended); the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; the Enterprise Law (amended); the National Assembly Resolution on the Financial Center in Vietnam; the National Assembly Resolution on extending the period of exemption from agricultural land use tax; the National Assembly Resolution on piloting the People's Procuracy to initiate civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests.
In addition, there is a Resolution of the National Assembly on amending and supplementing a number of articles of the Regulations of the National Assembly Session; a Resolution of the National Assembly replacing Resolution No. 35/2021 on piloting a number of specific mechanisms and policies for the development of Hai Phong City; a Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; a Resolution of the National Assembly on reducing value-added tax for the last 6 months of 2025 and the whole year of 2026.
The Standing Committee of the National Assembly also proposed that the National Assembly allow the submission of the draft Law on Personal Data Protection to the National Assembly for comments. If qualified, it will be considered and approved at the 9th session.
At the same time, the National Assembly Standing Committee proposed that the National Assembly withdraw three projects from the agenda of the 9th session, including: the Law on Water Supply and Drainage; the Law on Urban Development Management; and the Law on Civil Judgment Enforcement (amended).
At the same time, it is proposed that the National Assembly allow the adjustment of the time of submission to the National Assembly for comments at the 9th session and approval at the 10th session to submit to the National Assembly for consideration and approval at the 9th session for 2 projects: the law amending and supplementing a number of articles of the Law on Product and Goods Quality and the Law on Science, Technology and Innovation.
Regarding the draft law on Participation in United Nations Peacekeeping Forces, the National Assembly Standing Committee proposed that if the discussion process reaches a high consensus, it will be considered and approved at the 9th session.
