Regulations on supporting production facilities with animals forced to be destroyed due to epidemics

The above Decree stipulates the following policies: Support for production facilities with animals and animal products that must be destroyed due to animal diseases on the List of animal diseases that must be declared or the List of diseases transmitted between animals and humans or diseases caused by new infectious agents appearing in Vietnam's territory as determined by law; support for people participating in overcoming animal diseases.

The State supports part of the damage caused by animal diseases, without compensation. Support is implemented publicly, transparently, promptly, with sufficient conditions, to the right subjects, at the right rate, in accordance with the actual conditions of the locality, without allowing policy exploitation, negativity, or waste.

Production establishments with animals and animal products that must be destroyed due to animal epidemics as prescribed in Clause 1, Article 1 of this Decree and in one of the following cases: In cases where an epidemic has been declared: there are animals and animal products that must be destroyed as prescribed by law in epidemic areas, areas threatened by epidemics, and buffer zones.

In cases where the conditions for declaring an epidemic are not met: There are animals and animal products at the first outbreak that have tested positive for a disease on the List of animal diseases that must be declared or the List of diseases transmitted between animals and humans, or animals at the next outbreak in the same commune-level area (according to regulations of law on local government organization) are concluded by the competent authority to have the disease, showing signs of having the disease for the disease that tested positive at the first outbreak;

In case of a new disease appearing in Vietnam but not yet eligible for epidemic declaration, there must be a document from the competent authority in accordance with the provisions of the law on veterinary medicine confirming the agent causing the new infectious disease. As for establishments producing terrestrial animals such as: buffalo, cow, horse, goat: 50,000 VND/kg of live weight; sheep, sika deer: 55,000 VND/kg of live weight; pigs: 40,000 VND/kg of live weight; chicken, duck, goose, dove: 35,000 VND/kg of live weight; quail: 20,000 VND/kg of live weight; ostrich: 50,000 VND/kg of live weight; poultry eggs (chicken, duck, goose, dove, quail, ostrich): 20,000 VND/kg.

For aquatic animal production facilities: lobster seeds: 10,000 VND/head; shrimp seeds (white-leg shrimp, black tiger shrimp) from the postlarvae stage of 12 or more: 10,000,000 VND/1 million heads; fish seeds (sea fish, pangasius, traditional fish, tilapia, cold-water fish): 10,000 VND/kg;

For extensive black tiger shrimp farming area (rice-shrimp farming, ecological shrimp farming, forest shrimp farming, combined shrimp farming): 9,000,000 VND/ha; black tiger shrimp farming area (semi-intensive, intensive farming): 12,000,000 VND/ha. White-leg shrimp farming area: 20,000,000 VND/ha (stocking density from 50-100 shrimp/m2); 30,000,000 VND/ha (stocking density from 100 - 250 shrimp/m2); 50,000,000 VND/ha (stocking density from 250 shrimp/m2). Traditional fish farming area, native fish species: 10,000,000 VND/ha. Intensive pangasius farming area: 50,000,000 VND/ha. Intensive tilapia farming area: 30,000,000 VND/ha;

Cold-water fish (sturgeon, salmon) farmed intensively: 20,000 VND/kg; freshwater aquatic products farmed in cages and rafts: 5,000 VND/kg; seafood farmed in cages and rafts: 10,000 VND/kg.

The support condition for those participating in overcoming animal epidemics is that they must be assigned or mobilized in writing by a competent state agency or unit (illustrative photo).

Decree No. 116/2025/ND-CP also clearly states that the support conditions for people participating in overcoming animal diseases must be assigned or mobilized in writing by competent state agencies or units.

Regarding the support level, for those who do not receive a salary from the state budget, during the time they are mobilized to participate in animal disease prevention and control, they will be supported with: 400,000 VND/person/day for working days; 500,000 VND/person/day for days off, holidays, and Tet.

Support level for people receiving salaries from the state budget, during the time assigned and mobilized to participate in animal disease prevention and control, is: 150,000 VND/person/day for working days; 300,000 VND/person/day for days off, holidays, and Tet.
