Current types of driving licenses in Vietnam
According to Circular 12/2017/TT-BGTVT issued by the Ministry of Transport on April 15, 2017, the driving license system in Vietnam currently includes many types, suitable for each type of vehicle and different purposes of use. Specifically, there are motorcycle driving licenses of classes A1, A2, A3, A4, and car licenses of classes B1, B2, C, D, E to F.

Age limit for taking driving license test
According to Article 16 of Circular 12/2017/TT-BGTVT, each type of driving license has specific age requirements. To take the test and receive a Class A1 driving license, the learner must be 18 years old. For car licenses, the age requirements are often higher and require the learner to be of the required age, in order to ensure sufficient maturity and ability to safely operate a vehicle.
Factors affecting the ability to pass the driving test
Obtaining a driver's license is not only dependent on age, but also involves many other factors such as type of training, health, criminal record and place of residence. For example, the health of the learner must ensure the requirements of vision, hearing and other health conditions, to ensure that they can operate a vehicle safely.
Procedures for registering for a driving license test
According to Article 9 of Circular 12/2017/TT-BGTVT, individuals who want to take a driving license test must submit a complete set of documents to the Driving Training and Testing Centers. The documents include an application for study and testing, a copy of the ID card or citizen identification card, and a health certificate from a competent medical facility.
For ethnic minorities who cannot read or write Vietnamese, the application submitted to the training facility must include a certificate from the People's Committee of the commune, ward or town where they reside. This certificate is valid for one year from the date of signing.
During the registration process, people can submit their application at any center without being bound by their permanent or temporary residence. This helps facilitate people in choosing a suitable location to take the exam.

What is the penalty for underage driving?
Driving a car when underage is a violation of the law. Therefore, people who are underage but deliberately drive will be punished by the authorities.
In Article 21 of Decree 100/2019/ND-CP, the Government stipulates the penalty for driving a car while underage as follows:
– Fine from 400,000 VND to 600,000 VND for people from 16 years old to under 18 years old driving motorbikes with cylinder capacity from 50cm3 or more;
– Fine from 1,200,000 VND to 3,000,000 VND for people from 16 years old to under 18 years old driving cars, tractors, or vehicles similar to cars;
Thus, people under the legal age who deliberately drive a car will be fined from 400,000 to 3,000,000 VND, depending on the specific case.
Not only the person who drives a car when underage but also the person who gives the car to an underage person will be punished.
Specifically, in Clause 8, Article 30, Decree 100/2019/ND-CP, the Government stipulates:
– Fine of 4,000,000 – 6,000,000 VND for individual vehicle owners when handing over the vehicle to a person who is not old enough to drive;
– Fine from 8,000,000 to 12,000,000 VND for vehicle owners who are organizations when handing over vehicles to underage people to drive on the road.
