This place has marked the glorious victories in the heroic history of our ancestors' struggle to build and defend the country, recorded in history books such as the three victories on Bach Dang River by Ngo Quyen in 938, by Le Hoan in 981, by Tran Hung Dao in 1288... and is the starting point of the legendary Ho Chi Minh road at sea. In particular, Hai Phong is a port city rich in the tradition of "Loyalty, Determination to Win", "Dynamic, Creative". Promoting those potential advantages, with the spirit of drastic action, innovation, daring to think, daring to do, Hai Phong has developed strongly, affirming itself as one of the important growth poles of the country. That is demonstrated through very impressive figures: The economic scale ranks 6th out of 63 provinces and cities nationwide. The growth rate of gross regional domestic product (GRDP) in 2023 reached 10.34%, ranking 5th in the country; this is the 9th consecutive year that the city's growth has reached double digits. Attracting foreign direct investment reached a record of 3.5 billion USD, ranking 2nd in the country.
The city's socio-economic infrastructure system continues to be invested in and built in a synchronous, connected and shared direction. The urban landscape has become increasingly modern and changed rapidly over the past 10 years, gradually taking on the appearance of a continental-scale city. GRDP per capita reached more than 7,000 USD/person (much higher than the national average). The rate of trained workers in the city in 2023 is estimated at 86.5%, of which the rate of workers with degrees and certificates is 38%.
Hai Phong's investment and business environment indicators are always stable, at the top of the country, in which: The City's Provincial Competitiveness Index (PCI) ranked 3rd; the PAR INDEX administrative reform index ranked 2nd; the SIPAS index of people's satisfaction with administrative services ranked 10th; the PAPI index measuring the effectiveness of governance and public administration at the provincial level ranked 15th among localities nationwide.

Transforming the growth model towards greening
The Deputy Prime Minister said that in order to effectively exploit potentials and advantages and create new momentum for Hai Phong's development, in 2023, with the city's efforts, the Prime Minister approved the Hai Phong City Planning for the period 2021-2030, with a vision to 2050 and the Adjustment of the Hai Phong City Master Plan to 2040, with a vision to 2050.
The Hai Phong City Master Plan announced today was built with a breakthrough mindset and long-term vision based on distinct potential, outstanding opportunities and competitive advantages, placed in correlation and connection with the coastal provinces of the North, the Red River Delta region, the northern provinces and international connections.
At the same time, concretizing the policy of the Politburo in Resolution No. 45-NQ/TW on building and developing Hai Phong city to 2030, with a vision to 2045, demonstrates the aspiration of Hai Phong people for a city with a high level of development among the leading cities in Asia and the world.
The planning will open up new opportunities and development space to develop Hai Phong into a major seaport city in the region and the world with three development pillars: Seaport-logistics services; green, smart, modern industry and international sea tourism center; with a high level of development among the leading cities in Asia and the world.
When realized, the master plan will be the basis for Hai Phong to successfully transform its growth model towards greening economic sectors, applying a circular economic model based on science and technology, applying digital technology and digital transformation, developing green and sustainable infrastructure, and building a green lifestyle.
In the near future, Hai Phong people will enjoy high-quality social services; a sustainable, multi-layered social security system; diverse and professional social assistance services, timely support and protection for vulnerable groups. Good cultural values and identities are preserved and promoted. The living environment is good, friendly to nature and adaptable to climate change.
Hai Phong city planning achieves the target of average economic growth GRDP in the 2021-2030 period increasing by about 13.5%; GRDP per capita reaching about 558 million VND; poverty rate below 0.1%; basically meeting the criteria of a special urban area.
By 2050, Hai Phong will be a major seaport city in the region and the world with three development pillars: Port-logistics services; green, smart, modern industry and international sea tourism center; population size of about 4.5 million people, with a high level of development among the leading cities in Asia and the world. Transforming the growth model towards greening economic sectors, applying a circular economic model based on science and technology, applying digital technology and digital transformation, developing green and sustainable infrastructure, building a green lifestyle.
The Deputy Prime Minister emphasized that the above goals can only be achieved with effective implementation and supervision. The decisive factor for success is the dynamic, creative, innovative spirit, daring to think, daring to do, daring to make breakthroughs of the Party Committee and authorities at all levels, and the role of the people as the center, subject, resource, and target of the development and supervision of the implementation of this master plan.

Priority given to inter-regional connectivity infrastructure, seaports, logistics, and digital infrastructure
Sharing some thoughts on the implementation of the Planning, the Deputy Prime Minister hoped that the city would strive to innovate, take advantage of and promote the most effective breakthrough mechanisms and specific policies decided by the National Assembly in Resolution No. 35/2021/QH15 to find the most effective path of innovation and development.
Besides, the City needs to effectively implement Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.
"Hai Phong city planning needs to be integrated with national planning, regional planning on construction, urban and rural networks, functional zoning, technical infrastructure, etc. to bring about a clearer development shape in the future," the Deputy Prime Minister discussed and noted "early identification of a number of tasks that must be done immediately to implement the Construction Law, Planning Law, and Urban Planning Law".
In particular, priority will be given to implementing inter-regional connectivity infrastructure projects, seaports, logistics, digital infrastructure; developing a synchronous, modern, interconnected urban infrastructure system that adapts to climate change; key, driving projects that have a direct impact on socio-economic development goals and have great spillover effects, etc.
"The city's ideas and visions need to be soon placed in the relationship of the Red River Delta, connecting with other regions and internationally, with infrastructure projects to create a foundation for widespread development," said the Deputy Prime Minister.
At the same time, promote the exploitation and effective promotion of modern infrastructure projects that have been, are being or will be invested in the near future (such as the highway system connecting Hanoi, Quang Ninh, the coastal road connecting Nam Dinh, Thai Binh, Cat Bi airport, urban infrastructure system, inter-regional infrastructure projects...) to open up a wide, multi-dimensional, multi-polar, multi-center development space..., to accelerate the speed and improve the quality of growth.
Social infrastructure is developed in a multi-functional direction, prioritizing the expansion of urban cultural spaces, especially public cultural spaces, to meet the creative and enjoyment needs of the people. Prioritizing State resources, encouraging the development of basic social services in urban areas, especially education, health care and healthcare services.

Attracting investment with green energy
With the requirement to accelerate the transformation of the economic model through the development of a digital economic ecosystem, clean energy, and green tourism, the Deputy Prime Minister said that Hai Phong's ability to master and proactively develop green energy sources will create investment attraction, along with its unique geo-economic position, high-quality human resources, and land policies.
The city urgently issues green standards, investment capital rates, and technology in attracting investment to accelerate the process of transforming the growth model in depth, taking digital economy, green economy, circular economy, and increasing labor productivity as the foundation. Synchronously and drastically deploy the reuse and recycling of solid waste and urban wastewater using modern technology.
"Hai Phong was once an industrial and seaport center, so the environment is very polluted. Along with changing the growth model, the city needs to pay more attention to protecting the environment, water resources, and adapting to climate change," said the Deputy Prime Minister.
The Deputy Prime Minister also hopes that when choosing a green economic model and a knowledge-based economy, Hai Phong will focus on training human resources, attracting talents, strongly developing a creative startup ecosystem, connecting universities, research institutes with businesses to promote research, development, and application of science and technology.
"Enterprises coming to Hai Phong not only commit to investment but also technology transfer, research and development, so that Vietnamese workers can master important stages with high added value such as design, production, commercialization..."
The Deputy Prime Minister suggested that Hai Phong accelerate the implementation of housing policies, especially social housing and housing for workers, ensuring urban social services and social security systems for all people; becoming a smart city with full smart infrastructure, applying digital technology in city management and developing green energy.
Hai Phong needs to focus on comprehensive and unified management of natural resources and environmental protection, biodiversity conservation, and natural marine ecosystems; proactively respond to climate change and rising sea levels; and sustainably develop the marine economy on the basis of green growth.
Notably, Hai Phong has extremely important nature reserves such as Cat Ba and Lan Ha that have been put on the world conservation map. This is the best promotion for Hai Phong and Vietnam, and is also an important resource for eco-tourism, resorts, islands, along with cultural festivals to create international-class tourism products.
The Deputy Prime Minister requested the Party Committees and authorities at all levels of Hai Phong city to strengthen leadership and direction; innovate working style and manners; continue to promote solidarity, consensus, consensus and strong decentralization, reform administrative procedures, and create favorable conditions for people and businesses.
The Deputy Prime Minister believes that with its potential and advantages; with the achievements and foundation created along with the tradition of the heroic port city; the spirit of solidarity, dynamism and creativity of the Party Committee, the government and the aspiration of the city's people to rise, Hai Phong will soon become a green, civilized, prosperous, modern and affectionate port city, worthy of the trust and expectations of the Party, the State and the people.
