Do not legalize violations, but must remove 'bottlenecks'
Commenting on the draft Law on Planning (amended), delegate To Van Tam (Quang Ngai Delegation) said that the principle of “ensuring continuity, inheritance, and stability” is necessary, but stability does not mean fixed or unchangeable. According to him, planning must be flexible enough to adapt to rapid changes in the economy and society.

The delegate also pointed out the worrying fact that the planning is suspended, causing people to have their land use rights restricted for a long time. "It is necessary to clearly stipulate the time limit for implementing the planning. If the time limit is exceeded and it is not implemented, it must be adjusted or canceled so that people can exercise their rights," Mr. To Van Tam proposed.
Concerned about the concept of planning vision (30 years), delegates said it is necessary to clarify whether this is an orientation or a planning implementation period, and consider extending the planning period instead of just stating the "vision".
Sharing the same concern, delegate Pham Van Hoa (Dong Thap delegation) proposed clarifying the relationship between planning levels from national, regional, sectoral to provincial and clearly stipulating that the Prime Minister is the final approver when there are conflicts between plans.

Mr. Hoa also mentioned the situation of completed projects not being put into use, causing great waste to society. “It is impossible to legalize violations, but it is also necessary to recognize and have a suitable way to handle them with existing social resources,” said the delegate.
According to him, national planning needs to have a comprehensive vision, not be localized to regions or sectors, focus on developing dynamic regions, create connections and mutual support between localities instead of each doing it alone.
Delegate Dang Ngoc Huy (Quang Ngai Delegation) commented that after 8 years of implementing the 2017 Planning Law, many difficulties and overlaps between planning levels have delayed implementation. Therefore, a comprehensive revision of the Planning Law is necessary to remove obstacles.

Mr. Huy proposed that regional planning must be based on the specific strengths of each locality, avoiding the situation of scattered investment. “After the merger, some provinces have two airports and two ports. If every province wants to develop a deep-water port, the capital source will be divided. Planning must help choose the right advantages to focus on development,” the delegate analyzed.
Local image marketing
Speaking at the Group, Vice Chairman of the National Assembly Le Minh Hoan emphasized that planning is not only a state management tool or technical drawing, but also a marketing plan for the future image of the locality, and at the same time an institution for social adjustment.
Citing the example of the Mu Cang Chai planning carried out by a French consulting group, he said that planning should be seen as a way to create new development space, unleash local potential and connect social classes from large enterprises to cooperatives and craft villages.

“Planning must be people-centered, serving the happiness and livelihood of local residents first. Don’t let planning become a barrier that forces people to leave because there is no more space for development,” said the Vice Chairman of the National Assembly.
According to him, the goal of planning is to create balanced development, leaving no one behind. And above all, it must be a plan that realizes the government and people's dreams for the future.
"Wherever there are nests to raise many sparrows, eagles will return more easily, because a developed ecosystem has formed there," Vice Chairman Le Minh Hoan Hoan said.
