Over the years, sustainable poverty reduction has always been identified by Dien Bien province as a key political task, associated with socio-economic development, improving people's lives, especially those in mountainous and border areas. Party committees and authorities at all levels have focused on directing and effectively implementing the National Target Programs (NTPs) for sustainable poverty reduction, creating positive changes in people's awareness and actions, and strengthening trust in the policies of the Party and State.
To reduce poverty in depth, Dien Bien has implemented many solutions suitable to the reality of each region and each target group. The province focuses on diversifying livelihoods associated with agriculture and forestry, encouraging the replication of effective models such as growing Pu Lau pineapple, Muong Ang Arabica coffee, raising cattle and buffalo combined with grass planting, and developing medicinal plants under the forest canopy.

At the same time, the province has stepped up investment in essential infrastructure in disadvantaged areas, improving transportation, electricity, water, schools, medical stations, and cultural houses; expanding access to education, vocational training, and creating jobs for ethnic minorities, helping people proactively develop household economies and escape poverty sustainably.
Mr. Lo Van Cuong, Vice Chairman of Dien Bien Provincial People's Committee, emphasized: Poverty reduction models associated with sustainable agricultural development are bringing practical results, helping people in the highlands stabilize their livelihoods and escape poverty. The province continues to encourage businesses, cooperatives and people to invest in agricultural production models combined with experiential tourism, processing and consumption of local agricultural products. This is a long-term direction, contributing to the development of a green economy, increasing income and improving people's lives.
Thanks to the synchronous implementation of programs and projects, the poverty rate in Dien Bien province has decreased steadily over the years. It is estimated that by September 2025, the poverty rate will be 19.3%, down 1.99 percentage points compared to 2024, reaching more than 54% of the annual plan. This result demonstrates the high political determination and effective leadership of the government system at all levels, the consensus and efforts of the people.

Many localities that used to be “white spots” of poverty such as Na Hy, Muong Nha, Tia Dinh now have poverty reduction models, linking agricultural production with community tourism, making good use of the potential of land, climate and cultural identity. These models not only help increase income but also preserve indigenous cultural values, maintain a green, clean and beautiful rural environment.
It can be seen that Dien Bien's poverty reduction journey is not just a number in the report, but a clear change in each village and each house. From pineapple, coffee, medicinal plant, livestock farming models, to green, clean, and beautiful community tourism spots, all are proving the right direction of the province in developing sustainable livelihoods. With the determination of the government and the self-reliance of the people, Dien Bien is gradually turning "poverty reduction" into "green enrichment", contributing to building the borderland to be more and more prosperous, civilized, and imbued with identity.
