Planning of educational facilities network: Public universities account for 70% of training scale

On February 27, 2025, the Prime Minister issued a decision approving the Planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050.

Regarding development goals, by 2030, the scale will be over 3 million learners, reaching 260 students and 23 postgraduate students per 10,000 people. The rate of university education among people aged 18-22 will reach 33%, in which no province has a rate lower than 15%.

The proportion of master's training scale (and equivalent level) reached 7.2%, doctoral training reached 0.8%, and college of pedagogy training reached 1%. The proportion of training scale in science, technology, engineering and mathematics (STEM) fields reached 35%.

Forming large higher education centers, providing high-quality, high-level training associated with scientific research, technological development and innovation in four urban areas including Hanoi, Da Nang, Ho Chi Minh City and Can Tho, creating a driving force for the development of key economic regions and the whole country.

Regarding the network, public higher education institutions account for about 70% of the total national training scale. Private and non-profit private higher education institutions account for about 30% of the total national training scale.

Termination of operations before 2028 and dissolution before 2030 for higher education institutions and branches of higher education institutions that do not meet standards or do not complete the establishment of legal status according to the provisions of law.

Develop Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City into the group of leading higher education institutions in Asia. Develop Hue University and Da Nang University into national universities. Core universities oriented to develop into regional universities include Vinh University, Nha Trang University, Tay Nguyen University, and Can Tho University.

Physical education universities and teacher training colleges will be merged into other universities or merged with each other. Restructure technical teacher training universities into multidisciplinary universities.

Upgrading and developing Hanoi National University of Education and Ho Chi Minh City University of Education as key national educational institutions in pedagogy.
