This is an important direction at the meeting on the Strategic Technology Product Development Program (CNCL) to be prioritized for implementation in 2025, chaired by Deputy Prime Minister Nguyen Chi Dung on November 7 in Hanoi .
Reporting at the meeting, Permanent Deputy Minister of Science and Technology Vu Hai Quan said that the Ministry has submitted to the Prime Minister 4 priority groups of CNCL products to be deployed immediately in 2025, including: Vietnamese large language model (LLM), virtual assistant, AI camera and autonomous mobile robot; 5G mobile network system and equipment; blockchain network infrastructure and traceability applications, encrypted assets; unmanned aerial vehicles (UAV).
The Ministry of Science and Technology divides the above 4 groups of CNCL products into 6 CNCL products: large language models (LLM) and Vietnamese virtual assistants; AI cameras processing at the edge; autonomous mobile robots; 5G mobile network systems and devices; blockchain network infrastructure and application layers for traceability and encrypted assets; unmanned aerial vehicles (UAVs).
The general objective of the program is to develop the capacity to master and be autonomous in technology, form strategic industries with international competitiveness, promote localization and ensure national technological sovereignty. The program aims to master core technology, industrial-scale production, build an innovation ecosystem connecting institutes, schools and businesses, and make Vietnam become the leading R&D center in the region by 2030.

After listening to the opinions of ministries, branches and research institutes, Deputy Prime Minister Nguyen Chi Dung affirmed that research and development of CNCL is a major policy of the Party and State. The Deputy Prime Minister requested the drafting agency to change its thinking and innovate its approach according to the spirit of "7 clear": clear people, clear work, clear responsibility, clear time, clear authority, clear products and clear resources.
The Deputy Prime Minister directed ministries and agencies to be serious in organizing implementation, and to be responsible for supporting and creating all favorable conditions for research and development activities of CNCLs and CNCL products under their management.
"It is necessary to specify the list of work to be done, including the unit, focal point for implementation, time, and progress. As soon as possible, the assigned unit must submit a program or project with specific goals, solutions, policies, resources, progress, and outputs," the Deputy Prime Minister noted.
To ensure effectiveness, the Deputy Prime Minister suggested that there should be a "chief engineer" to preside over each research group to develop detailed projects.
The Ministry of Science and Technology is assigned to supplement specific regulations on the formation and development of strong research groups, considering this a prerequisite for mastering core technology. At the same time, it is necessary to clearly define the responsibilities of relevant parties, ensuring that research and testing activities are not delayed due to lack of funding.
Deputy Prime Minister Nguyen Chi Dung assigned the Ministry of Science and Technology to urgently receive comments, review and complete the draft program to submit to the Government as soon as possible.
