
Currently, the agricultural sector has demonstrated its role as a pillar of the economy by serving national food security, directly for more than 100 million people, and at the same time making a large contribution to exports. Vietnam's agricultural, forestry and fishery export turnover reaches more than 60 billion USD/year, expected to reach nearly 70 billion USD by 2025, with a trade surplus of about 20 billion USD.
Regarding the field of natural resources and environment, the Minister said that the management, exploitation and effective use of land, minerals and natural resources have contributed significantly to socio-economic development, while supporting the green transition and sustainable development.
Entering the 2026-2030 term, the Agriculture and Environment sector in general, and the Ministry of Agriculture and Environment in particular, identified this as a period of many challenges, but also an opportunity for breakthroughs. Along with the efforts and determination of the Party Committee, the Government, the sector sets the highest goal of contributing to double-digit growth, focusing on building ecological agriculture, modern countryside, civilized farmers and maximizing the efficiency and value of resources and land to serve socio-economic development.
To achieve the above general goals, the Congress of the Party Committee of the Ministry of Agriculture and Environment also set out 18 specific targets, with very detailed assignments and responsibilities. In the draft Action Program of the Government Party Committee, out of 26 targets, there are up to 7 targets in the field assigned to the Ministry of Agriculture and Environment to take charge of.
To realize the double-digit growth target, the Agriculture and Environment sector has identified four strategic breakthroughs in the new term 2026 - 2030. The first is to promote reform, improve institutions and policies, including comprehensively amending and perfecting 17 specialized laws, ensuring publicity, transparency, decentralization, and strong decentralization to localities, removing bottlenecks, and creating a favorable legal environment for development.
The second is the application, breakthrough in science and technology, innovation and digital transformation to serve the development of the industry and the country. Currently, the Ministry of Agriculture and Environment is managing 12 national databases and 50 industry databases. Acting Minister of Agriculture and Environment Tran Duc Thang affirmed his commitment and determination to complete the connection with the national data system, especially the land database - expected to be 50% complete by 2025 and 100% by 2026.
Third is developing infrastructure for natural disaster prevention and control. In the face of increasingly complex natural disasters with about 10 storms hitting Vietnam each year, the Ministry will focus on investing in infrastructure for natural disaster prevention and control, enhancing forecasting and early warning capabilities, and submitting to competent authorities for approval key projects to ensure the safety of people's lives and property.
Fourth is developing high-quality human resources. The Department of Agriculture and Environment identifies the human factor as the key, focusing on building a team of competent, dedicated, innovative and creative staff to meet the requirements of sustainable development.
Acting Minister of Agriculture and Environment Tran Duc Thang expressed his belief that with solidarity and unity in the entire sector, close direction from the Government and close coordination of ministries, sectors and localities, the Agriculture and Environment sector will comprehensively complete the set goals and targets, contributing to the country's sustainable economic development and high growth in the 2026-2030 term.
