(QBĐT) - The need to renovate and repair houses is great; socio-economic difficulties in mountainous areas and ethnic minority areas; transportation and remote areas; poor living conditions of the people... are objective reasons affecting the program to eliminate temporary houses and dilapidated houses in Minh Hoa district. In fact, through a survey in the two border communes of Trong Hoa and Dan Hoa, it shows that: Difficulties are still piling up on difficulties, requiring high determination from the entire political system, support from the community and the people's own internal strength.

According to the report of the People's Committee of Dan Hoa commune, the total number of houses that need to be renovated and repaired in the whole commune is 768; including 450 poor households under Project 1, the National Target Program (NTP) for socio-economic development in the Ethnic Minority and Mountainous Regions for the period 2021-2025, 318 near-poor households are beneficiaries of support for XNT and NDN.
Through the survey, poor households need to build 450 new houses, near-poor households need to build 211 new houses and need to repair 107 houses. In 11 villages of Dan Hoa commune, poor and near-poor households needing to build new houses are unevenly distributed, most concentrated in the following villages: K-Ai 121 households, Y Leng 86 households, K-Vi 78 households, Bai Dinh 69 households, Ta Ra 60 households, Ooc 49 households... In Cha Lo village alone with 38 households, there are only 2 poor households needing to build new houses.
Chairman of Dan Hoa Commune People's Committee Hoang Thanh Binh said: Regarding new construction, by the end of 2024, 36 houses had been completed and put into use; 48 households could not build houses due to lack of counterpart funds. In the first months of 2025, the locality continued to propagate and mobilize 41 households with human resources, materials, counterpart funds and borrowed from relatives to proactively start building houses, so 6 more houses were completed, 15 houses were being completed and 20 houses started construction in March 2025.

In Trong Hoa commune, Vice Chairman of the People's Committee of Ho Mi commune said: In the period of 2021-2025, 269 households in the commune have the need to build new houses under the National Target Program for Socio-Economic Development in the Ethnic Minority and Mountainous Regions for the period of 2021-2025; 130 households have been funded. Up to now, 97 houses have been completed, 17 houses have progressed over 85%, 16 households have not been able to complete due to lack of counterpart funds. In the first months of 2025, 10 more households continued to start building new houses. Through reviewing and supplementing the subjects of the XNT and NDN program in 2025, the whole commune has 487 more households in need of renovating and repairing houses (including 139 ethnic households under the National Target Program for Socio-Economic Development in the Ethnic Minority and Mountainous Regions for the period of 2021-2025 transferred).
Vice Chairman of Trong Hoa Commune People's Committee Ho Mi expressed: The biggest difficulty in implementing the project for poor and near-poor households is the funding issue. The support level of 44 million VND for a newly built house of Project 1 under the National Target Program for Socio-Economic Development of the Ethnic Minority and Mountainous Regions for the period 2021-2025 is too low, while people lack their own capital and cannot mobilize additional internal resources; the commune's traffic is very difficult, and the distance makes the cost of transporting raw materials increase...

“To overcome difficulties in implementing the project on poverty reduction and poverty alleviation for poor and near-poor households, the People's Committee of Trong Hoa commune actively called for additional contributions from social sources. 97 completed houses and many newly-built houses have received contributions from social sources, including a local enterprise that has supported the locality in completing 3 new houses for poor ethnic minority households. In addition, the entire political system is determined to join in, mobilizing people to unite and join hands to contribute to help poor and near-poor households rebuild and repair their houses. For the families that benefit, the Party Committee and the People's Committee of the commune directly assigned cadres and party members to closely follow the project and work with the households to overcome difficulties during the construction process. 16 poor households registered to build new houses but have not been able to do so because their family circumstances are extremely difficult and they cannot have additional sources of money,” Mr. Ho Mi added.
Mr. Ho Canh, Head of K-Vi village, Dan Hoa commune, shared: The whole village has 108 households. In 2025, the village will have 47 more poor households receiving housing support under the National Target Program for Socio-Economic Development in the Ethnic Minority and Mountainous Regions for the period 2021-2025. The Party Committee and People's Committee of the commune have recently made great efforts to stay close to the village and encourage people to try to complete their houses. In addition to the support budget of 44 million VND from the state budget, people have also found ways to suit the economic conditions of each family.
“According to the plan, Minh Hoa district will complete the XNT and NDN for poor and near-poor households in September 2025. However, with the difficulties in the implementation process, Dan Hoa commune will find it difficult to ensure the set progress. In the remaining time, the Party Committee, People's Committee, and Vietnam Fatherland Front Committee of the commune will mobilize all resources and people's strength... to try to finish in 2025", Mr. Hoang Thanh Binh emphasized.
In K-Vi village, the families of Ho Thi Chien, Ho Bay and even the village chief Ho Canh built new houses in a "cut your coat according to your cloth" style. First, the villagers cast pillars, poured floors... using up all the money they received. When they ran out of money, they raised buffaloes and cows, worked for hire, and continued to gradually complete their houses. With this method, Ho Thi Chien had a spacious stilt house worth more than 200 million VND; Ho Bay finished her house, costing 140 million VND; Ho Canh planned to build a wooden house worth about 800 million VND. "To complete the house, the family had to sell all the cows. As the village chief, I need to be a good example and self-reliant," Ho Canh confided.
“In addition to mobilizing people to gradually renovate and repair their houses until completion, in Dan Hoa commune, the Party Committee and People's Committee have also integrated and combined many programs and projects in implementing the project on rural development and rural employment for poor and near-poor households. For example, in K-Vi village, the People's Committee has implemented a resettlement area for 20 households living in an area that is frequently flooded and at high risk of landslides. Up to now, the resettlement area has basically completed the ground level. Of the 20 households in K-Vi village that have registered to move to the resettlement area, we give priority to poor and near-poor households to be supported in building new houses,” said the Chairman of the People's Committee of Dan Hoa commune.
