Accordingly, the first Chinese newspaper printed in Saigon was Xa Thon Cong Bao (Le Bulletin des Communes) printed in Chinese characters in 1862. At that time, in order to disseminate to the people the decisions of the new government, the French government published this newspaper, printed it and sent it to all Vietnamese villages, so that local authorities could monitor and know the instructions of the central government.

In the early days, all newspapers were founded and run by the French. The French government stipulated that anyone who did not have French nationality was not allowed to publish a newspaper. Newspapers written in the national language, Chinese or French were all edited by French people.

During the period from 1907 to 1918, many imported Chinese newspapers appeared in Vietnam. These newspapers had the common characteristic of opposing the Qing Dynasty, China and the French colonial regime in Indochina. Although the colonial government repeatedly banned the circulation of these newspapers, Chinese newspapers continued to be imported into Vietnam, including Novay Tempor and Hsin-Shin Chi-Pao , which were the precursors to the newspapers published by the Chinese in the later period.

Chinese press in Saigon (1955 - 1975) also shows that the vibrant activities of the Chinese press lasted until the country's reunification in 1975, when all Chinese newspapers and periodicals in Saigon stopped publishing. The only Chinese newspaper still operating today is Saigon Giai Phong Hoa Van . During its operation, the Chinese press has gone through many events and ups and downs associated with the social context through different historical periods, but has always performed its function properly, as an agent of adjustment and maintenance of social stability.
