Dak Nong National Assembly Deputy Duong Khac Mai agrees with the specific mechanism and policy for social housing development.

Delegate Duong Khac Mai agreed with the necessity of issuing a Resolution with all political , legal and practical bases stated in the Government's Submission based on the documents of the 13th National Party Congress, Resolution No. 06 dated January 24, 2022 of the Politburo, Resolution No. 27 dated November 9, 2012 of the Central Executive Committee and related documents.

Dak Nong National Assembly Deputy Duong Khac Mai agreed to assign the Government to specify detailed procedures related to social housing to ensure flexible policy implementation.

On the legal basis, Clause 3, Article 59 of the 2013 Constitution has very specific provisions. On the practical basis, I believe that the care and solution of housing for people has always been of interest to our Party and State, identified as a key task in the socio -economic development of the country, especially promoting the development of social housing to solve the housing needs of low-income people and industrial park workers. This is an urgent requirement currently being posed to us in the project "to implement at least one million social housing apartments by 2030" for low-income people and industrial park workers in the period 2021-2030.

According to the Government's Report, from 2021 to present, the whole country has about 657 social housing projects, with a scale of 597,152 units and currently there are 103 completed projects with 66,755 units, 140 projects under construction with about 124,352 units and 414 projects have approved investment policies with a scale of about 406,045 units. From 2021 to present, only 66,755 units have been achieved, accounting for about more than 15%. Thus, the target set for the period of 2021 - 2025 has not been achieved as planned. If calculated from now to 2030, there are only 5 years left, with a very large number of apartments that need to be urgently completed, it is calculated that about more than 150,000 units/year will be achieved.

In addition, we are currently restructuring the apparatus and rearranging administrative units. We have 63 provinces and cities and it is expected that 11 units will remain the same, the remaining 52 units will be merged and a large number of cadres, civil servants and public employees in the provinces will move to new units to perform tasks, especially, the majority of young civil servants are in our state agencies, the conditions for having money to buy houses and land are very difficult.

In response to this request, delegate Duong Khac Mai said that the issuance of a resolution on this special mechanism is very timely and urgent, and is to resolve difficulties, shortcomings, and limitations. Thus, having a special mechanism to develop social housing, the subjects in the draft Resolution are broader, that is, cadres, civil servants, and public employees in the merged province.

Delegate Duong Khac Mai also agreed with the establishment of a national housing fund to carry out the function of investment in construction, creating a social housing fund for officials, civil servants, public employees and workers to rent or buy according to the proposal of the Government and the National Housing Fund is a non-budgetary state financial fund. However, in the management and use of the fund, there must be strict regulations so that the mobilization, management and use are appropriate for the purpose and effective to serve this important task.

Regarding the procedures for selecting contractors and investors for social housing construction projects for the armed forces without using public investment capital, the current time and procedures are carried out as reported by the Government, which is about 300 days, meaning a year has 360 days, but the implementation procedures alone take up almost the entire year, this time is quite long according to the procedural order; therefore, the Government's proposal to shorten this time is necessary.

Delegate Duong Khac Mai agreed to assign the provincial People's Committee to assign or approve the investor, and at the same time assign the investor to the social housing construction investment project. The Ministry of National Defense and the Ministry of Public Security assign the investor to build housing for the people's armed forces, after the People's Committee agrees in writing on the project list and land location for investment in building housing for the armed forces. This content in the recent supervision of the real estate market and social housing, the report has many issues related to all areas of the real estate market, including social housing.

The delegates agreed with the order and procedures assigned to the Government to specify in detail to ensure flexibility. Now, if based on the law, there is no need to introduce special policies and mechanisms, how to assign the Government to specify in detail the order and procedures, how to shorten them. In addition, they agreed that the time to organize the implementation of investment approval procedures, at the same time, assign the investor without going through bidding, propose in the order and procedures of the Government is expected to be a maximum of 35 days, cutting about 200 days and equivalent to 70% of the time, to ensure the implementation is fast and meets the requirements.
