More clarity on PPP investment opportunities for Nha Trang - Da Lat expressway with capital of 25,058 billion VND

According to the proposal of Khanh Hoa and Lam Dong provinces, the PPP project to invest in the construction of the 80.8 km Nha Trang - Da Lat expressway has a total investment of about 25,058 billion VND, of which the construction and equipment costs are 18,889 billion VND.

The Ministry of Finance has just sent an official dispatch to the Ministry of Construction and the People's Committees of two provinces: Khanh Hoa and Lam Dong regarding the investment in the project to build the Nha Trang (Khanh Hoa) - Da Lat (Lam Dong) expressway under the PPP method.

Regarding the conformity with the planning and the need to soon invest in the Nha Trang (Khanh Hoa) - Da Lat (Lam Dong) expressway, the Ministry of Finance said that in Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister approving the Road Network Planning for the period 2021-2030, with a vision to 2050, the Nha Trang - Lien Khuong expressway (CT.25) is planned to be 85 km long, with a scale of 4 lanes, invested in the period after 2030.

According to the report of the Ministry of Construction sent in early May 2025, the People's Committees of Khanh Hoa and Lam Dong provinces proposed to adjust the length of the Nha Trang - Lien Khuong expressway to 99 km, without changing the end point (in which the Nha Trang - Da Lat expressway invested under the PPP method has a length of 80.8 km). At the same time, the Ministry of Construction also reported that the investment in the Nha Trang - Da Lat expressway before 2030 has a basis for consideration.

Regarding this content, the Ministry of Finance requests the Ministry of Construction to coordinate with relevant localities to be responsible for specifically assessing and clarifying the necessity of investing in the route and the feasibility of adjusting the planning of the Nha Trang - Lien Khuong expressway, speeding up the investment process of the Nha Trang - Da Lat expressway project under the CT.25 expressway before 2030 according to the proposal of the locality, clearly affirming the viewpoint of the Ministry of Construction as a basis for reporting to the Prime Minister for consideration and decision.

In addition, the Ministry of Finance also requested the Ministry of Construction and relevant localities to consider and carefully evaluate the need for investment in the context of implementing mergers between localities and completing the two-level local government model.

Regarding the authority and investment procedures, according to the report of the Ministry of Construction, in Submission No. 11614/LT-KH-LD dated October 15, 2024 of the joint People's Committee of Khanh Hoa and Lam Dong provinces, it was determined that the Project is under the authority of the National Assembly to approve the investment policy (The Project uses a special-use forest area of ​​99.9 hectares).

However, according to the Ministry of Finance, the Project has not yet identified a competent authority, and has not assigned the project preparation unit to prepare a pre-feasibility study report, determine the total preliminary investment, state capital participating in the Project... as a basis for appraisal, submission to the competent authority for approval of the investment policy and implementation of the next steps.

In Clause 4, Article 21 of Decree No. 35/2021/ND-CP dated March 29, 2021 of the Government (amended and supplemented at Point a, Clause 6, Article 1 of Decree No. 71/2025/ND-CP dated March 28, 2025) it is stipulated that for PPP projects implemented in the area of ​​two or more provincial-level administrative units in the cases specified in Point b, Clause 4 or Point b, Clause 4a, Article 12 of the PPP Law, the Prime Minister shall delegate authority to the Minister of the sectoral management ministry to have a consensus on assigning an agency as the competent authority.

Therefore, the Ministry of Finance requests the People's Committee of Khanh Hoa province to coordinate with the People's Committee of Lam Dong province to propose and report to the Minister of Construction for consensus on assigning the competent authority to implement the Project in accordance with the authority, order and procedures prescribed by law on PPP and road traffic.

Regarding the ability to balance State capital participating in the Project, according to the report of Khanh Hoa Provincial People's Committee, the Project requires State capital participation of about 17,541 billion VND (accounting for 70% of the preliminary total investment); in which the central budget capital in the medium-term public investment plan for the period 2026 - 2030 is 16,370 billion VND; the local budget capital allocated to implement site clearance work is 1,171 billion VND.

According to the provisions of Point d, Clause 1, Article 14 of the Law on Investment under the PPP method (amended and supplemented at Point a, Clause 7, Article 3 of Law No. 57/2024/QH5), the conditions for selecting a project for investment under the PPP method include the ability to arrange state capital in case the project needs to use state capital or the ability to arrange state budget sources.

The Government has issued Directive No. 25/CT-TTg dated August 8, 2024 on the development of the Medium-term Public Investment Plan for the period 2026 - 2030, and the National Assembly Standing Committee has issued Resolution No. 70/2025/UBTVQH15 dated February 7, 2025 on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026 - 2030.

Therefore, the Ministry of Finance requests the Ministry of Construction and the People's Committee of Khanh Hoa province, based on the authority of the agency assigned to implement the Project, to study and register the capital demand allocated for the Project in the Medium-term Public Investment Plan for the period 2026-2030 according to regulations.

The Ministry of Finance acknowledges the Project's capital needs and will compile a report to the competent authority in accordance with relevant legal regulations.

“Because the central budget currently has to undertake many other important and urgent spending tasks, we request the People's Committees of Khanh Hoa and Lam Dong provinces to continue studying the possibility of balancing and increasing the local budget capital expected to be allocated to the Project, and report to competent authorities for consideration and decision to ensure the feasibility of the Project,” the Ministry of Finance's official dispatch stated.

According to the proposal of Khanh Hoa and Lam Dong provinces, the Nha Trang - Da Lat Expressway Project has its starting point intersecting with the North - South Eastern Expressway in Dien Tho Commune, Dien Khanh District, Khanh Hoa Province; its end point intersecting with the Lien Khuong - Prenn Expressway (at the foot of Prenn Pass), in Ward 3, Da Lat City, Lam Dong Province.

The total length of the project route is 80.8 km, of which the section passing through Khanh Hoa province is about 44 km, the section passing through Lam Dong province is about 36.8 km. The project is proposed to be invested once according to the planning scale with 4 complete lanes, roadbed width of 22 - 24.75 m, the project route runs parallel to National Highway 27C for about 1 - 7 km.

With the above construction scale, the Project has a preliminary total investment of about 25,058 billion VND, of which the cost of site clearance is 1,171 billion VND; construction and equipment costs are 18,889 billion VND; project management, consulting and other costs are 1,511 billion VND; loan interest is 427 billion VND; contingency costs are 3,060 billion VND. The Project implementation period is from 2024 to 2028, of which the construction investment phase is from 2026 - 2028.

Khanh Hoa Provincial People's Committee affirmed that, through preliminary calculations of the financial plan, if the proportion of state capital participating in the Project is 70% of the total investment, the payback period of the Project is 23 years, 7 months and 13 days.

“This payback period makes the project feasible to attract investors and banks to invest capital under the PPP method,” said Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee.
