In his closing speech at the conference, Comrade Pham Minh Chinh praised the efforts of the central agencies, ministries and branches in preparing conditions for the successful training conference. He emphasized: In recent months, the whole country has been carrying out many tasks and making historic decisions. Carrying out a "revolution" in the organization of the political system to meet objective laws and promote new development and growth drivers.
When carrying out a “revolution”, there are both advantages and difficulties. Therefore, Party committees, authorities, cadres and party members must change their thinking, actions, habits, mindsets and ways of working to transform the state from passively receiving and resolving requests to proactively creating and resolving people’s requests; implementing decentralization and delegation of power to the grassroots, along with allocating resources, improving implementation capacity, and strengthening supervision and inspection; cadres must be close to the people to grasp the situation, thoughts and aspirations and resolve people’s requests.
The arrangement of the apparatus and organization of the two-level local government is difficult, so comrade Pham Minh Chinh suggested that from now until July 1, local Party committees and authorities should thoroughly grasp and effectively implement the assigned contents and tasks. It is expected that by June 30, the two-level local government system will be simultaneously announced nationwide so that the apparatus can officially operate from July 1.
Comrade Pham Minh Chinh requested that Party committees, authorities, media agencies and press continue to focus on extensive propaganda, especially policy communication, to raise understanding, awareness and action in the whole society on the arrangement of local administrative units; at the same time, inspire and create motivation to complete the set goals.

Focus on implementing key tasks
At the conference, comrades Nguyen Thi Huong and Nguyen Viet Oanh thoroughly grasped and directed a number of key contents that need to be focused on and implemented immediately related to the operation of two-level local government from July 1, 2025.
Accordingly, in order for the new commune and ward party committees to operate and function effectively from July 1, 2025 in accordance with the direction of the Central Committee, comrade Nguyen Thi Huong noted that from now until then, there are many contents and tasks that require all levels and sectors from the province to the grassroots level to focus on implementation. District, town and city party committees proactively invite the standing committees of the new commune and ward party committees to discuss and agree on the arrangement of working offices, handover of assets and working means according to regulations, to be completed before June 25, 2025.

Issue decisions to end the activities of advisory and support agencies of district-level Party Committees; issue decisions to end the activities of grassroots Party Committees and Party cells of committees and agencies of the Party, mass organizations and government sectors; grassroots Party Committees at the commune level; grassroots Party Committees and Party cells of other types currently under the district-level Party Committees, to be completed before June 25, 2025.
Issue a decision to transfer to the new commune and ward party committees for grassroots party committees and branches of specialized agencies and units under the management of provincial departments, branches, and enterprises, to be completed before June 25, 2025.
Decide to end the activities of grassroots party organizations of higher-level vertical agencies and transfer the number of party members to equivalent party committees for reception according to regulations to transfer to grassroots party organizations under their management; or carry out mergers, consolidations, and establishment of new party organizations of higher-level vertical agencies in sync with the end of activities and establishment of new agencies according to the decisions of higher-level vertical agencies.
The advisory and support agencies of the Provincial Party Committee, the Vietnam Fatherland Front Committee and socio-political organizations of the province, based on the functions, tasks and duties assigned in the projects, plans and conclusions issued by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee related to the separation, termination of activities and establishment of new Party organizations, the Vietnam Fatherland Front and socio-political organizations, the arrangement of the apparatus in the political system and the activities of the new commune and ward Party Committees, need to proactively provide training , professional guidance and issue, or advise on the issuance of documents related to Party building work, organization and activities of the Vietnam Fatherland Front Committee and socio-political organizations at the commune level (new).
The provincial Fatherland Front Committee and socio-political organizations should do a good job of propaganda so that cadres, party members, association members, union members and people of all walks of life can clearly understand, agree with and effectively implement the policy of reorganizing provincial administrative units; and build a model of organizing a two-level local government.
Regarding the preparation and organization of the first session of the new commune and ward People's Councils, localities need to closely follow the instructions of the National Assembly Standing Committee and the Provincial People's Council Standing Committee.
Comrade Nguyen Thi Huong emphasized: The Provincial Party Standing Committee has established a standing unit according to Decision No. 1108-QD/TU dated May 22, 2025 to receive, guide, and respond to contents, proposals, and recommendations reflected by agencies, units, and localities. In the process of implementing the above contents, if there are any difficulties or problems, agencies and units are requested to make recommendations, proposals, and reflections to the standing unit for answers.

Preparing conditions to ensure the two-level local government officially operates effectively, comrade Nguyen Viet Oanh said: The Provincial Party Committee and Provincial People's Committee have issued many detailed directives on personnel work, financial and asset arrangements, and preparation of facilities. He requested agencies and units to fully, seriously, and on schedule.
For provincial departments and branches, it is necessary to focus on coordinating with departments and branches of Bac Ninh province to carefully review the policies of the two provinces, promptly advise on a common implementation direction, and ensure smooth operation after the merger.
Urgently study 28 decrees on decentralization, delegation and division of authority between the Government and local authorities at 2 levels that have just been issued by the Government in the fields under the sector's responsibility; have a plan to receive the volume of new tasks transferred from the Central/district level to the province according to the above decrees.
Quickly complete the draft Regulation on the functions and tasks of the industry and submit it to the new Provincial People's Committee immediately after the merger to have a legal corridor to implement the tasks.
Proactively guide and support sectors and localities to resolve difficulties and obstacles in the process of transferring and operating under the new model. Heads of specialized agencies under the Provincial People's Committee set up hotlines for localities to respond to difficulties and obstacles, assign 24/7 hotline duty, send to the Department of Home Affairs to issue a general notice to localities, to be completed on June 16, 2025.
Urgently guide the handover of administrative procedure records between agencies according to the sectors and fields in charge and process records in cases where the termination of operations has not been completed or has been completed but then related issues arise that need to be resolved, to be completed before June 20, 2025.
Urgently coordinate with agencies of Bac Ninh province to unify the plan to introduce personnel for internal organizations before the merger, ensuring the principles of democracy, publicity, transparency, for the purpose of personnel arrangement, to be completed before June 25, 2025.
The district-level government focuses on directing and inspecting the subordinate units and commune-level governments (currently) in the area to urgently complete the review of all records, documents, budgets, public assets, public investment projects, and ongoing tasks to hand over to the new government apparatus according to the instructions of provincial departments and branches. Complete the settlement of public investment projects at district and commune levels, and resolve outstanding debts in basic construction before the end of operations.
Increase personnel to handle administrative procedures; direct specialized departments to strive to complete handling of administrative procedures before the termination of operations of the district-level People's Committee.
Regarding the new commune-level government, the Chairman of the Provincial People's Committee requested that key leaders who have planned to assign and mobilize work at the new commune government must both undertake work in their old positions and carry out tasks at the new unit; ensuring that the new commune-level government operates smoothly and without interruption.
