Staff of the Kim Boi district land clearance working group coordinated with local authorities to develop a support and compensation plan for households whose land was recovered.
To serve the project, the People's Committee of Kim Boi district has reclaimed and is carrying out compensation and site clearance work on a total area of 189 hectares in the two communes of Cuoi Ha and Kim Boi; relocating 619 graves. The work has been basically completed thanks to the high consensus of the people.
Comrade Quach Van Hop, Head of Coc Lam Hamlet, Kim Boi Commune, said: Through meetings, propaganda, mobilization, and direct dialogue between leaders and people, people have understood and supported the project. Most households eligible for compensation and resettlement have received compensation, while the rest are still waiting to complete the paperwork to receive compensation. In preparation for the project's commencement, people are ready to harvest crops to hand over the site to the contractor.
Compensation and resettlement arrangements for affected households are also being urgently carried out. The District People's Committee has built a resettlement area in Kim Boi commune with an area of 7.06 hectares. Up to now, the District People's Committee has publicly posted the first compensation plan for site clearance, an area of 2.99 hectares for 16 affected households and is verifying the origin of land use and direct agricultural production to develop a compensation plan and site clearance for the remaining 4.07 hectares.
Comrade Quach Dinh Van, Chairman of Kim Boi Commune People's Committee, said: Implementing the project, people were greatly affected, many households had to relocate, losing almost all of their agricultural land. The total land area recovered in the commune is up to 109 hectares, of which 85 hectares is agricultural land, the rest is non-agricultural land and other land. Up to now, people have basically supported, the compensation and site clearance work has reached over 90%. To gain people's consensus, right from the time the project policy was issued, the commune mobilized the entire political system to participate, propagate, mobilize and coordinate to determine the origin of the land with the highest determination to complete site clearance, hand over to the investor on schedule.
Currently, in the two communes where the project passes, people have basically agreed with the compensation and site clearance plans. At the construction site, the district has handed over more than 6 hectares of clean land for the construction unit to prepare.
Comrade Bui Thanh Ha, Deputy Director of the Kim Boi District Land Fund Development Center, said: Entering the final stage, the district's compensation and site clearance working group has been "camped" at the Coc Lam Hamlet Cultural House, Kim Boi Commune for nearly 2 months and has been working without a day off. At this time, the working group must simultaneously conduct measurements, inventory, and coordinate with local authorities to review and verify the origin of the land, develop compensation and resettlement plans; propagate and mobilize affected households to agree with the compensation plan. The district has developed a compensation plan to support people for agricultural land, reaching 97%.
The Kim Boi District Land Fund Development Center has completed the inventory of all agricultural land and assets on land for 910 affected households, with an area of 137.71 hectares. The District People's Committee has approved 5/7 compensation plans to support households affected by agricultural land in Kim Boi commune; assigned the Department of Agriculture and Environment to appraise the first compensation plan, an area of 9 hectares for households in Ma Mu hamlet, Cuoi Ha commune. The District Land Fund Development Center is urgently coordinating with the People's Committees of the communes to determine the origin of land use. To date, the determination of the origin of land use for 83.75 hectares of agricultural land in Kim Boi commune and 49 hectares in Cuoi Ha commune has been completed.
According to Bui Thanh Ha, Deputy Director of the Kim Boi District Land Fund Development Center, determining the origin of land is a huge obstacle in the compensation and site clearance work. The Department of Agriculture and Environment has just issued two guiding documents to remove many obstacles for this work. Accordingly, the district's site clearance working group has closely coordinated to organize measurements and determine the origin of land use. Up to now, the land user, the land use process and the minutes have been made to record the users receiving compensation and support.
The project of ecological urban area, high-class entertainment and Cuoi Ha cable car system was approved by the Provincial People's Committee for investment policy and investor approval, with a total registered capital of about 6,656 billion VND, a population of 10,900 people, and a total registered land area of about 189 hectares. The project will build villas - commercial townhouses, townhouses, public utilities and services for residents.
