This afternoon (December 13th), the Ho Chi Minh City Department of Transport conducted an inspection of traffic safety and order at road construction projects in District 7, Nha Be District, and Binh Chanh District.
Construction at the Nguyen Van Linh - Nguyen Huu Tho intersection is accelerating after a period of delays due to obstacles in relocating technical infrastructure.
At the Nguyen Van Linh - Nguyen Huu Tho intersection project, a representative from the Traffic Management Board stated that the investor and contractor have focused on addressing and essentially completing the relocation of electricity and water infrastructure, while simultaneously completing the construction of the three submerged tunnels of the HC2 tunnel branch. The project has now completed the structural work of the open tunnel sections and the box culverts of the enclosed tunnel sections.
The investor and the Department of Transportation are developing a traffic management plan as the project requires expanding the road space it occupies.
According to the investor, the approximately 18-meter-wide barrier on Nguyen Van Linh Street at the intersection with Nguyen Phan Chanh Street (right in front of Vivo City shopping mall) will be removed today (December 13th) and the road surface will be restored. It is expected that the more than 200-meter section of barricades from the beginning of the intersection towards Phu My Hung and District 7 will be removed first, in June 2024, followed by the completion of the entire project and the removal of the remaining 300-meter barrier by the end of 2024.
The barricade in front of Vivo City shopping mall will be removed tomorrow (December 14).
Notably, in the coming phase, the units will organize traffic on a large scale and are expected to have to barricade the entire intersection to begin construction of the three main tunnel sections right in the middle of the Nguyen Van Linh - Nguyen Huu Tho intersection.
The multi-billion VND interchange construction site occupies approximately 500 meters along Nguyen Van Linh Street.
After directly inspecting the construction site to provide feedback on the traffic diversion plan for the area when the intersection is closed, Mr. Nguyen Kien Giang , Deputy Head of the Road Infrastructure Management and Exploitation Department (under the Ho Chi Minh City Department of Transport), noted that the volume of vehicles moving through this area is very high. Closing the intersection will certainly cause disruption, making travel more difficult and time-consuming for people. However, since the tunnel excavation is taking place right in the middle of the intersection, there is no other option.
When the intersection is closed, the authorities plan to have vehicles traveling on Nguyen Huu Tho Street make a U-turn in two directions on Nguyen Van Linh Street (one direction at the U-turn point near the Nguyen Van Linh toll station; the other direction at the intersection with Nguyen Phan Chanh Street).
The relevant units have held numerous meetings to develop a basic plan for traffic management, minimizing congestion on the road. It is expected that tomorrow (December 14th), the Traffic Management Board will resubmit the complete plan, outlining the construction of temporary roads, which the Department of Transport will inspect next week. If deemed reasonable and meeting all necessary conditions, the intersection will be closed.
"This is a key project, and its progress has been delayed due to difficulties in relocating technical infrastructure. Therefore, the Department of Transport and the Traffic Management Board have determined that they must work throughout the Tet holiday, focusing their efforts on accelerating the project as soon as possible to bring it into operation. During this period, key projects expanding and connecting the city's gateways are accelerating, and it is inevitable that there will be impacts on the lives of the people. The transport sector hopes that the people will understand, share the burden, and create conditions for the projects to be completed and become effective as soon as possible," said Mr. Nguyen Kien Giang.
The Nguyen Van Linh - Nguyen Huu Tho intersection, already a traffic bottleneck in the southern area, will become even more congested in the near future.
Construction on the Nguyen Van Linh - Nguyen Huu Tho intersection, with a total investment of 830 billion VND, commenced in April 2020 and was expected to be completed in the fourth quarter of 2023, but has been delayed due to land acquisition difficulties. According to the design, the project will include a central roundabout (60m in diameter) and two underpasses along with connecting ramps on Nguyen Van Linh Street. The two underpasses on Nguyen Van Linh Street will run underground through the Nguyen Van Linh - Nguyen Huu Tho intersection, spanning approximately 480m (including access roads at both ends of the tunnels and the enclosed tunnel section).
